Christian Ferrer (talk) 17:24, 2 November 2017 (UTC)

Page Arnaud Courlet de Vregille

Hello, I saw you deleted the file name "Citizen Trump" from the page of Arnaud Courlet de Vregille. I sent yesterday the permission to Wikipedia for this file and others. Please can you restoring the file ?

Thank you very much,

Drapé — Preceding unsigned comment added by Drapé (talk • contribs) 08:29, 3 November 2017 (UTC)

Hello, no. The artwork is protected by copyright law and the copyright holder, who is very likely the artist, Arnaud Courlet de Vregille, must send a permission to OTRS where you can read how to do so. If he send a permission then the image will be automatically restored. Regards, Christian Ferrer (talk) 11:56, 3 November 2017 (UTC)

File:5th Asian Universiade Games logo.JPG

Hi, Christian. At Commons:Deletion requests/File:5th Asian Universiade Games logo.JPG, I nominated four files for deletion, but only three were deleted. Could you take another look? xplicit 11:32, 8 November 2017 (UTC)

Greetings Christian. On the above close, the files still have an invalid author name, they say "Regine Hilschmann" for author, but you said the artist's name is https://de.wikipedia.org/wiki/Erich_Radscheit. If you have OTRS from the painter, then who is Regine Hilschmann taking credit for the paintings? Sorry but I don't like to leave things like this unresolved after Deletion Nominations are closed. Cheers! Ellin Beltz (talk) 18:51, 10 November 2017 (UTC)

  • In what I understand, the author of the paintings, the painter, is Erich Radscheit, almost of the files of this nomination are used in this article. Regarding the field "author" of the {{Information}}, where we can read here |author=[[User:Themamedia|Regine Hilschmann]], well, there is an OTRS permission, I have not access to OTRS but in the extend that there is the OTRS permission that have been accepted, the license of the file is "de facto" ok for me. Otherwise why would a volunteer have put this permission? having no access to otrs I have no reason to question the work of volunteers OTRS.

Maybe it is simply a misunderstanding from the uploader who thought being the creator of the file, that he is the also the "author" of the file. Maybe the uploader took the photo of the paintings. Maybe the uploader is an heir of the painter, is now the copyright holder (confirmed by OTRS) and he thought he had to put his name in the author box..... as I do not have access to otrs I can only assume...

But I repeat it to you as there is an authorization otrs I presume that the license is compatible with the image and with the informations on the page. Me I think I will do nothing more for this case but if you think there is still something wrong, you can do what you think to be relevant:

change the field "author" with the relevant informations if you have access to the ticket
ask help in the OTRS noticeboard
ask help to the OTRS volunteer who put the ticket
nominate the files again for deletion if you are convinced that there is a copyright problem, it is ok for me

Regards, Christian Ferrer (talk) 19:33, 10 November 2017 (UTC)

I want to add this quick summary :

- a significant part of the files are used in Erich Radscheit, the article is older than 2 years and have not been deleted → I concluded it is in scope and the painter is notable
- a significant part of the files are used in Erich Radscheit → I concluded the files used in the article shows artworks of the painter
- after to have checked the other files, as far as I could do with the available resolution of the files, I recognized the same signature on all the paintings → I concluded that all the files of the nomination shows artworks of this painter
- I created the relevant category, and I felt that both the files and this category may be in scope
- as there is an OTRS ticket on each files of this nomination → I concluded that the uploader has right to publish and to license these pictures of painting → therefore I concluded that without scope issues nor licensing issues, there was no valid reason to delete the files and I closed the DR as " kept".

However you're right there is a adequacy between the author of the paintings and the author named in the template information + the titles and descriptions are quite poor → maybe we can ask help to a German speaking administrator with OTRS access to see if

the ticket is valid
if yes then to take the relevant infos from the ticket to complete or modify the title/description/author of each files
the ticket is not valid or has not sufficient infos
then to nominate again the files for deletion.

Christian Ferrer (talk) 05:43, 11 November 2017 (UTC)

  • @Krd: Hello, sorry to bother you, I ask you as a German speaking administrator with access to OTRS. Could you take a look at this and tell us if there is a copyright problem or if there is any information that can help us improve the informations present (or missing) in the files page. Christian Ferrer (talk) 06:12, 11 November 2017 (UTC)
I've checked ticket:2015032410012061 and it appears valid to me, giving permission from Regine Hilschmann as stated in the file pages. I'm going to ask the sender what relation to Erich Radscheit there is. --Krd 07:08, 11 November 2017 (UTC)
BTW, best venue for such questions would be COM:OTRS noticeboard, just in case somebody misses a ping. (There's a backlog, too, of course, as everywhere.)
BTW2, can I somehow encourage you to become OTRS member yourself? --Krd 07:22, 11 November 2017 (UTC)
  • Thanks Krd, sorry for going over the queue, that was not my intention, I was absorbed by the case. If you prefer I see absolutely no problem for me to put this request on the OTRS noticeboard, must I?
Become OTRS member : I already thought to that but I also already thought to resign from the position of administrator many times. If I accepted to be administrator it was because I thought to be active and help in the deletion relative topics. And I am. If I keep these tools it is for the same reason, I know that I can be quite active in this area, and therefore I know that I can help both the community and my colleagues administrator who are trying to do productive work. However communication is not my highest quality, nor what I prefer in the world, and I'm not sure I want to take on responsibilities that push me to have more discussions, especially by the service otrs. I am divided between my desire to help and my insatiable associability. Therefore, and sorry to disappoint you, but take additional responsibility, whatever it is, is not the order of the day, quite the opposite. But I also have the gift to change my mind easily so maybe one day .... Christian Ferrer (talk) 07:47, 11 November 2017 (UTC)
All ok, thank you. I already answered the ticket, so no need to put it elsewhere at the moment. If possible please remind me in a few days to look if there was any reply, just in case I miss it. --Krd 08:00, 11 November 2017 (UTC)

Regarding the original question: The images show paintings of Erich_Radscheit, and Regine Hilschmann is the current copyright holder of the artwork. I'm unsure how the attribution should be changed. --Krd 14:02, 13 November 2017 (UTC)

  • Thank you Krd, I expected this kind of case. I suggest Source=Regine Hilschmann / Author=Erich Radscheit as it seems that it is the closest to the reality, as the source/copyright holder is indeed Regine Hilschmann and the author is indeed Erich Radscheit, @Ellin Beltz: are you agree with my suggestion? Christian Ferrer (talk) 17:42, 13 November 2017 (UTC)
I changed source and attribution on the painting images and added categories. Christian Ferrer (talk) 12:02, 14 November 2017 (UTC)
@Christian Ferrer: : Your solution is perfect! Thank you! Ellin Beltz (talk) 19:05, 16 November 2017 (UTC)

  • The image appear on the web before to appear here, therefore, and in order to protect the rights of the copyright holder, our licensing policies require that:
- the copyright holder, even if it is you, send a permission to OTRS where you can read how to do so
- or the uploader on Wikimedia Commons, you, provide a web link to a legitimate source explicitly freely licensed

How can I remove copyright warnings from my talk page?

Hi Christian Ferrer, I don't know if you remember me, but I was the one who uploaded many copyright violations on [of Tallest Buildings in Wilmington, Delaware] without realizing it, and that you were the one warning me. I have learned from my faults, and have not uploaded anymore copyright violations. Because of this, I would like to clean up my talk page from all the copyright warnings, and when I have done that on my own, people have brought it back and told me that I can't remove warnings. How do I remove these warnings? — Preceding unsigned comment added by Jonesrmj (talk • contribs) 00:47, 13 November 2017 (UTC)

Oiartzungo armarria by nivel2001

Hello Christian. I don't see what is the problem with my apporting. I did job with this on Freehand (private license), but exported into a *.png file, free file I think. I don't know what is the PD tag, please tell me what is it so I'm making the heraldic of the villages and cities of the Basque Country and, probably, I will meet this problem anytime, Thanks. — Preceding unsigned comment was added by 85.84.223.154 (talk) 14:18, 13 November 2017 (UTC).

Oh sorry, I got it, you talk about File:Oiartzungo armarria.png. You misunderstood me, when I say "the relevant PD tag must be added if there is", it is because the copyright status is currently unclear. This logo is not your "own work", because while you maybe created the .png file, the logo have been designed by someone else, and the copyright is held by someone, but likely not by you. If I asked for a PD tag it is because some countries put some official logos and emblems in public domain for various reason.

In summary for what reason this logo/emblem should be free of copyright? Christian Ferrer (talk) 18:23, 13 November 2017 (UTC)

He visto que hablas castellano. Tickets received

Dear Christian Ferrer,

I have noticed that the files I had uploaded have been deleted. However, I would like to submit that I have been given to understand that the two owners/copyright holders of those photographs had already sent an email on November 10, 2017 to permissions-commons@wikimedia.org permitting their usage on Wikipedia or elsewhere. I have received the ticket numbers from them as well: [Ticket#: 2017111010007163] & [Ticket#: 2017111010007216]. Please provide me with further instructions so that photographs are reinstated in their current places. S M M Iqbal November 14, 2017 14:27 IST

  • Hello, fine. You have nothing to do but to wait. There is a queue in the permissions system which is run by volunteers, and this may take some time before the tickets be processed. I do not have access to this service and I can not do anything, and anyway one have usualy to respect the order of the queue. Christian Ferrer (talk) 12:12, 14 November 2017 (UTC)

Commons:Deletion requests/Files uploaded by AngelMisspelled

AngelMisspelled Hi, these photos are taken by the Literature Translation Institute of Korea (LTI Korea), a public body, and I have their permission to use the writer's photos on Wikipedia. The sites KoreanLiteratureNow.com , LTIKorea.org etc are all owned by LTI Korea. What should I do?

  • Hello in order to protect the rights of the copyright holders we have strict rules regarding the licenses and permissions hosted in Wikimedia Commons. Read Commons:Licensing and Commons:Project scope.

In case you are not the copyright holder of a photo, or or any other artworks, the fact that you have the permission is not sufficient. This permission must be sent by the copyright holder to OTRS, where you can read how to do so.

Aleksey Voiteshek photos

Good day. You deleted a page about a writer and musician Aleksey Woyteshik. Suspecting a photo in plagiarism. However this photo was done by my wife in our studio. There are source codes. How to be??? You made a mistake. link on his pages https://vk.com/woyteshik — Preceding unsigned comment added by SalexaNoir (talk • contribs) 15:57, 20 November 2017 (UTC)

  • Hello, the fact that the photo is available on the web is exactly why it was deleted. This is done in order to protect the rights of the copyright holder.

Read Commons:Licensing and Commons:Project scope.

In case a picture has already been published we require that this publication was done with an explicit free license or we require that the copyright holder, even if it is you or your wife, send a permission to OTRS, where you can read how to do so.

"Archivo no usado legítimamente:

  • Hello, I found several prior publications in the web.

The deletion was done in order to protect the rights of the copyright holder(s).

Read Commons:Licensing and Commons:Project scope.

In case an artwork (poster, photo, logo, book cover, disc cover, painting, screenshot, etc. ...) has already been published we require that this publication was done with an explicit free license, in that case you must provide a web link to this publication, or we require that the copyright holder(s), even if it is you, send a permission to OTRS where you can read how to do it. Note that if you personally have permission(s) from the copyright holder(s), this is not sufficient, all permissions must be sent directly by the legitimate holders to the permissions system.

Note also that the permissions system (OTRS) is run by volunteers and there is a queue, if your image has been deleted, and you have sent a permission (before or after deletion), do not re-upload again the erased image yourself, it's forbidden. If the permission is valid and the image meets the criteria of our project scope, then it will be automatically restored.

Regards, Christian Ferrer (talk) 21:48, 25 November 2017 (UTC)

Could you please let me know where I can find these prior publications?--Carl Ridderstråle (talk) 21:59, 25 November 2017 (UTC)

I found this on Facebook:

https://www.google.com/imgres?imgurl=https://lookaside.fbsbx.com/lookaside/crawler/media/%3Fmedia_id%3D1244742562338092&imgrefurl=https://www.facebook.com/ostrogothiadeathsquad/?rc=p&h=582&w=849&tbnid=-EV3jxXiFVaOfM&tbnh=186&tbnw=271&usg=__oLrc2e1iRC1O73o5No92BemXmPA=&hl=en-SE&docid=PiQ5XWoj4HOMKM&itg=1

That image is a still from the following video, which was filmed by me and is credited to me:

https://www.youtube.com/watch?v=4TLx2L8gTLY

Apparently someone has copied a frame from my video and published it on Facebook without my permission. But surely that cannot prevent me from uploading my own work to Wikimedia Commons?

--Carl Ridderstråle (talk) 22:25, 25 November 2017 (UTC)

  • No of course if you are the copyright holder you can upload it, there is two way:
• you can change the license on the Utube video, you put a CC BY license as for this exemple uploaded here, or
• you send a permission to OTRS

The second option may take a few time as our permission system is administrated by volunteers and there is a queue. If you change the license on the Utube page, me, or any other administrators, can restore the deleted file as soon as we are aware.

Regards, Christian Ferrer (talk) 06:43, 26 November 2017 (UTC)

A CC-BY license has now been added to the YouTube video, so please go ahead and restore the file. Thank you very much for taking the time to explain how this works.

Sincerely, --Carl Ridderstråle (talk) 12:59, 26 November 2017 (UTC)

Now you can upload other screenshots of this video or even the entire video itself if you want, but don't forget to give the link to the original video in the field "source" of each files. And also it is better to add {{LicenseReview}} in the files page, in that way the license can verified and confirmed. Christian Ferrer (talk) 13:17, 26 November 2017 (UTC)

Many thanks. I'll try to get this right next time.

Photo deletion request

Hi Christian, these photos are taken by Sanoe Lake's husband Michael Sterling Eaton. You may research on Michaelsterlingeatonphotography.com

He has granted his full permission to use his photographs of Sanoe Lake on wikipedia and in accordance with its guidelines. He had the files sized small for web use. Thank you. — Preceding unsigned comment added by Neonostalgia1 (talk • contribs) 19:06, 27 November 2017 (UTC)

  • Hi, a photo is a work protected by copyright law. If Michael Sterling Eaton is the copyright holder of a photo, then in order that this photo can be uploaded here, we must have his permission.
  1. if the photo is available on the web, and is freely licensed by the owner, in such case please include a web link; or
  2. the copyright holder sends a permission to OTRS, where you can read how to do it.

Note that you can argue and comment in the Commons:Deletion requests/Files uploaded by Neonostalgia1 but don't delete the current content, you have to put your text at bottom of the page.

Deletion of updated logo and seal files

Hello,

I see that you deleted two recent changes on the University of Vermont page. I made these updates to reflect a new logo and seal in use by the university. Both are documented and available on the university's style guide site: https://www.uvm.edu/creative_styleguide

What's the best method to reflect these more current files on the Wikipedia page?

Thank you. — Preceding unsigned comment added by Awaite (talk • contribs) 17:09, 3 December 2017 (UTC)

Hello,

it's not a problem of style or accuracy.

First, to be eligible for hosting on Wikimedia Commons, all files and other content, included logos, must fall within the Commons scope.

Secondly, logos and trademarks are accepted in Wikimedia Commons only if

  1. they are in public domain (help) for a specific reason; or
  2. they are freely licensed by their owner, in such case please include a web link; or
  3. they are below the threshold of originality; or
  4. the copyright holder sends directly a permission to OTRS, where you can read how to do it. Note that even if it is you who are the copyright holder, you must send this permission.

If the logo does not fit in the categories above, you may upload the file directly into Wikipedia under the "fair use rationale". But I'm not a specialist, you'll have to ask there. You can read en:Wikipedia:Non-free use rationale guideline.

While the deleted logos are indeed in our project scope, they are not explicitly freely licensed by the University of Vermont.

Deletion of Photo

You removed a photo Image: Sabrina Schloss 3. This is my own work. took the photo whilst at the performance of Frozen Live at the Hyperion. I took all three photos i uploaded please undo your deletion. — Preceding unsigned comment added by Js46358 (talk • contribs) 18:06, 6 December 2017 (UTC)

Hello, The deletion was done in order to protect the rights of the copyright holder(s).

The image was deleted because a higher resolution and prior publication is available in the web.

In order to restore the photo, a free compatible license must be added to the website, or the copyright holder, even if it is you, must send a permission to OTRS.

Regards,

Christian Ferrer (talk) 18:59, 6 December 2017 (UTC)

Help request

Hi Christian. I hope you are well.

I just had a 2nd new FP close voting. That's not why I'm writing here though. I'm writing because I had another one close successfully last night and no one has done the manual close yet after 24+ hours so if you don't mind and have time, could you close these two new FPs (if no one else gets to them first)? FYI, I took them 2 minutes apart, from the same spot. I took the first, turned 180 degrees and took the second one. Thank you. PumpkinSky talk 03:37, 8 December 2017 (UTC)

Yes someone did. Thanks for checking on it! PumpkinSky talk 16:48, 8 December 2017 (UTC)

Greetings & Salutations Christian

I hope there is nothing wrong about the poetry I did, it is just the slang gives that kind of feel and it is just describing about 2 sides of life. If you still want to delete, please go ahead and delete the file creating trouble is below.

I respect your final decision.

https://commons.wikimedia.org/wiki/File:Rahaman_Kav8.jpg#/media/File:Rahaman_Kav8.jpg — Preceding unsigned comment added by Muhammad Rahaman Ali (talk • contribs) 05:25, 9 December 2017 (UTC)

  • Hello,

Almost all your files have have been nominated for deletion, in this page where you can argue or comment, for being derivative works (photos of objects potentially protected by copyright law).

For your poetry there is two issues:

first anybody can come and say "it's my poetry, and I own the copyright", in case you upload here a content that have already been created on another medium, then the copyright holder must send a permission to OTRS, even if it is you. Or if a legitimate explicitly free publication exist on the web, then provide a web link. Read com:Licensing
secondly there is an issue regarding our project scope: your file "Must be a media file" (e.g. not only text) and your file "must be realistically useful for an educational purpose. (...) Examples of files that are not realistically useful for an educational purpose: Artwork without obvious educational use, including non-educational artwork uploaded to showcase the artist's skills". Read Commons:Project scope.

I'm sorry that our rules can be rude but they are so.

Structured Commons focus group update, December 11, 2017

Hello! You are receiving this message because you signed up for the community focus group for Structured Commons :-)

Later this week, a full newsletter will be distributed, but you are the first to receive an update on new requests for feedback.

Three requests for feedback
  1. We received many additions to the spreadsheet that collects important Commons and Wikidata tools. Thank you! Now, you can participate in a survey that helps us understand and prioritize which tools and functionalities are most important for the Wikimedia Commons and Wikidata communities. The survey runs until December 22. Here's some background.
  2. Help the team decide on better names for 'captions' and 'descriptions'. You can provide input until January 3, 2018.
  3. Help collect interesting Commons files, to prepare for the data modelling challenges ahead! Continuous input is welcome there.

Warmly, your community liaison SandraF (WMF) (talk)

Unlock this file

Hello Christian Ferrer, can you unlocked this file File:Placeholder male superhero c.png so we can nominate it for deletion? 175.142.84.73 00:14, 15 December 2017 (UTC)

  • Hello, this image is old, widely used and is protected since a long time. The protection/unprotection of files is not the kind of action I usually do, I'm not used to dealing with this. Sorry but I think you have to make a request at Commons:Administrators' noticeboard/Blocks and protections, you'll have a bigger audience, and certainly an audience more used to dealing with that kind of thing.

Hi Christian, I am the copyright holder of that picture, as I stated in my reply to the deletion request. I don't understand why it was deleted. Nanorsuaq (talk) 07:21, 17 December 2017 (UTC)

Hello, There are several publications on the web prior to the publication here.

Invitation to Blocking tools consultation

Hello,

The Wikimedia Foundation's Anti-Harassment Tools team is inviting all Wikimedians to discuss new blocking tools and improvements to existing blocking tools in December 2017 for development work in early 2018.

We are specifically contacting you for your ideas because you are one of the top users of the blocking tool on Commons. We think that your comments will help us make better improvements. You can post to the discussion in the language that you are most comfortable expressing your ideas.

Other ways that you can help

  1. Spread the word that the consultation is happening; this is an important discussion for making decisions about improving the blocking tools.
  2. Help with translation.
  3. If you know of current or previous discussions about blocking tools that happened on your wiki, share the links.
  4. Help summarize the discussion to share back to your wiki.

If you have questions you can contact me on wiki or send an email to the Anti-Harassment Tools team.

For the Anti-Harassment Tools team, SPoore (WMF), Community Advocate, Community health initiative (talk) 17:31, 18 December 2017 (UTC)

  • I apologize for posting in English.
  • Please let us know if you wish to opt-out of all massmessage mailings from the Anti-harassment tools team.

The deletion was done in order to protect the rights of the copyright holder(s).

Medvedgrad piva.jpg

Dear Mr. Ferrer, I have talked to user Pivovara Medvedgrad on the Croatian Wikipedia (see here). Pivovara Medvedgrad is the Wikimedia account of Medvedgrad brewery, they are currently working on the hr:Pivovara Medvedgrad Wikipedia article. (I have already sent them a message because of the inappropriate username after they recieved a block on Wikimedia Commons)

As named in the description of the file, it is their own work, the only thing they need to do is to change the license. So would you be so kind and delete the "deletion request". MateoKatanaCRO (talk) 15:35, 21 December 2017 (UTC)

  • @MateoKatanaCRO: Hello, first thank you for your help, I already noticed the discussion on your wiki.

Regarding the block it is indeed the same username of a company name [2], the user is free to create a new account with an appropriate username, or an officer of the company has to confirm via OTRS that the account is indeed an official account of the company.

Regarding the first deleted file File:23 IPA.jpg, the file have been already published on the web and we require now a confirmation from the copyright holders that this image can be freely licensed, though there is maybe also a scope issue for this one.

Regarding the image nominated for deletion, it is in fact a derivative work of product packaging, once again it is necessary that we have the formal authorisation from the copyright holder of the photo (if the uploader is not the photographer) and b/ from the company that own the product packaging rights. And again this can be done via OTRS.

Fonte do logo do Campeonato Pernambucano Série A1

pt www.facebook.com/fpfpe

Obrigado! --Ragnarök de Althar (talk) 11:54, 24 December 2017 (UTC)

Hello! the logos had sources indeed, but the weblinks don't lead to explicit free publications. Logos are artworks protected by copyright law and only the copyright holders can give their permissions to a publication here. In order to upload such logos here you have to obtain the permission from the copyright holders, and they have to send their permissions to com:OTRS or they have to put compatible licenses to their websites.

Read com:Licensing and com:scope in order to understand what kind of content you can upload here.

Another solution is for you to upload the logos directly on the wikis of your choice that allows "fair use", exemple https://pt.wikipedia.org/wiki/Wikip%C3%A9dia:Conte%C3%BAdo_restrito

Imagen eliminada

Hola Christian,

Request to review decision to not delete

Hi Christian Ferrer. You ruled to keep this map with only one editor expressing an opinion, while the production is WP:OR full of flaws and differs widely from the work it is claiming to be based on. My immediate instinct was to tag it for deletion, when I saw the note on the talk page. Look forward to hearing from you. Regards, --Rui Gabriel Correia (talk) 10:36, 27 December 2017 (UTC)

  • Hi, we have no such policy as Wikipedia:No original research in Wikimedia Commons. Our deletion policy includes a possibility to delete out of scope files however our project scope is very clear : "A media file that is in use on one of the other projects of the Wikimedia Foundation is considered automatically to be useful for an educational purpose..." therefore is considered automatically in scope....

This image is used several times in several projects and the administrators in Wikimedia Commons can not normally go beyond this policy. If some wikipedias accepts irrelevant content, our role, here, is not to editorialize this content. Sorry, exception made of a problem of copyright violation, as long as this image is used it will be difficult to delete. Christian Ferrer (talk) 12:29, 27 December 2017 (UTC)

TCWRLogo Deletion - Copyright violation December 29, 2017

Dear Christian Ferrer,

You have deleted the Turpentine Creek Wildlife Refuge logo for a violation of Copyright. This is an error because as the Communications Director of Turpentine Creek Wildlife Refuge I have been granted permission from the refuge owner Tanya Smith to upload this file onto Wikipedia so that people searching our business can verify that they are on the correct wikipedia page. Please let me know if you need paperwork to prove this or something else but we are requesting that you undo the copyright violation deletion of this logo. Thank you - Lisa Brinker, Turpentine Creek Wildlife Refuge Communication's Director www.turpentinecreek.org

--TCWRCD (talk) 18:48, 29 December 2017 (UTC)

Hello,

First, to be eligible for hosting on Wikimedia Commons, all files and other content, included logos, must fall within the Commons scope.

Secondly, logos and trademarks are accepted in Wikimedia Commons only if

  1. they are in public domain (help) for a specific reason; or
  2. they are freely licensed by their owner, in such case please include a web link; or
  3. they are below the threshold of originality; or
  4. the copyright holder sends directly a permission to OTRS, where you can read how to do it. Note that even if it is you who are the copyright holder, you must send this permission.

If the logo does not fit in the categories above, you may upload the file directly into Wikipedia under the "fair use rationale". But I'm not a specialist, you'll have to ask there. You can read en:Wikipedia:Non-free use rationale guideline.

In summary, an officer of the Turpentine Creek Wildlife Refuge, even if it is you, must send a permission to OTRS.
