There does not appear to be a filter issue. As you can see, your edit was not disallowed and you've indeed now successfully overwritten the image. As I said, it did not prevent you from doing anything. The tag "Actions taken: Disallow" would appear in your log otherwise. You experienced some other error as "00011: FAILED: abusefilter-warning: ⧼abusefilter-warning-overwriting-artwork⧽" is not the output of a filter that has disallowed an edit. As I also said, you can review the purpose on in the filter, which is "Made to find uploads that are not compatible with https://commons.wikimedia.org/wiki/Commons:Overwriting_existing_files". This filter does not prevent actions; that is evident from the log and the filter settings ("Prevent the user from performing the action in question" is not checked). For others who may be genuinely interested in the function of this filter: when a user attempts to overwrite an artwork with certain parameters, it will present this warning and allow them to proceed if they desire. This filter 1) reduces the instances of violations COM:OVERWRITE by providing a brief summary (of which uploaders may not be aware) and 2) produces a log of overwrites for manual review. For others who may be genuinely interested - I was prevented/stopped/disallowed from uploading the file. In my abuse logs there is nothing listed under the "Disallow" option[2] however the normal chunked upload box came up as normal but once done instead of it saying "Completed" It said in purple text "00011: FAILED: abusefilter-warning: ⧼abusefilter-warning-overwriting-artwork⧽" and I had no option but to click cancel knowing the file didn't upload .... So I still maintain I was prevented from uploading this file (If I wasn't prevented then I wouldn't of come here in rage mode!).

I've made a very lengthy post here detailing what I believe was the issue (that my prevention was in fact a "warning" but a warning that wouldn't let me continue regardless), I'm not here to reignite this but I won't be implied to be a liar either. Like I say whatever the cause was/is if it allowed me to upload in this first place I wouldn't of come here in rage mode and I wouldn't of been blocked for 3 days because of it. You've not been called a liar. I said "You experienced some other error," which explicitly acknowledges an issue. It was just not the filter. The syntax and logs, again, are available for you and all to see. If you nevertheless wish to believe that a six-year-old filter a) suddenly decided to override its coding (without logging the same), b) disallowed your overwrite (without logging the same), c) restored its previous coding (without logging the same), and d) allowed your desired overwrite to succeed, that is your prerogative. Hang on wait a second wait wait wait - I don't wish to believe anything and the 3 points you made I'm not saying that's what happened not at all - I'm simply saying I was prevented from uploading that file - whether that was due to an error, whether it was a "warning" .... I don't know and maybe my issue too had absolutely nothing do with here I don't know

If you see all of edits here you'll see that everyone has been warned the first time and then they've tried again and succeeded the second time- So something somewhere is stopping people from reuploading the first time though - If something wasn't stopping people then there would only be one username per log instead of 2, Then again maybe if you use "upload new version" maybe it does warn but then allows you to continue after

So maybe all a long this had nothing to do with the abuse filter - If I was allowed to add an Otrs file (warned and then allowed anyway) maybe that's what happens with "upload new version" but with Chunked Upload maybe it outright stops you completely first time and then allows you after ..... @Elcobbola I'm with you!, I finally get it! - It has nothing do with here but to be something to do with Chunked Upload - Maybe Chunked doesn't have a warning system set up properly so any warnings on the WMF system is a first-refusal on chunked and then fine the second time round,

Request for LTA ban evader

@Yann, @Elcobbola, you are familiar with details of the Livioandronico2013 case. Rangeblocks are wholly ineffective against this abuse, because this dude seems to have every ISP in Italy in his pocket, and changes IPv4 addresses every 5 minutes to a completely different ASN.

In light of these concerns, is it possible to craft abuse filters that may at least flag this user's behaviours here? I can think of 1 or 2 unique features that may help.

Yes, I am logged into my account. This is the exact wording of the message I get: "We could not determine whether this file is suitable for Wikimedia Commons.
