(I'm also not entirely convinced that closed captions for single-word pronunciation audio like File:En-us-Peru.ogg is particularly useful, but that may just be my ignorance, and it's not why your edit was prevented.) Did you actually personally create this logotype, as you claimed when attempting to upload it, and are you personally the copyright holder? If not, the filter worked as intended.

None of the filter log links you provided have any entries, and in any case, you cannot upload anything unless you are registered and logged in, which you are not.
But searching through all the entries in the log, I'm guessing you may be Devonrfox (talkcontribsblock logfilter log) who tried to upload File:Scottie E. Deubler.jpg (histlogsabuse log). If so, the filter you encountered prevents low-resolution uploads from newly registered users using the particular upload form that you used. The reason for this filter is that such uploads overwhelmingly turn out to be copyright violations.
Based what you write above, it seems like the assertions you made when you tried to upload it ("This is my own work" and "I attest that I own the copyright on this file") were untrue and that the filter worked as intended.
Permission to use an image as a headshot on a specific page is not sufficient for the image to be hosted on Commons. Content uploaded here must be free for anyone to use for any purpose. The only one who can provide a legitimate permission for that is the copyright holder. For photographs, that is normally the photographer rather than the subject. If you did indeed personally create this image, the expectation is that you should be able to provide a full-resolution version rather than the 740×826 and 960×720 pixel miniature versions that you tried to upload. Those are resolutions typical of files downloaded from social media, which is a common source of copyright violations. Images from your own camera are typically much bigger.

Strangely, that has had the effect that it is no longer possible to see the filter log for your old username (which I could see yesterday), nor are the events shown in the log for your new username, but the entry is still there in the full log (isolated in the link here by narrowing down the time selection).
Anyway, the reason for the filter is still the same as previously. 2560×1920 (4.9 megapixels) is just below the 5 megapixel limit selected for this filter. If that really is the full resolution version, if you really did personally create the photograph yourself, and if the photograph is useful for educational purposes (which probably depends on if the subject meets the notability criteria for inclusion on English Wikipedia or equivalent on another Wikimedia project), then you may upload it directly here at Commons. Unfortunately, because of the number of copyright violations, the filter has had to be defined quite broadly, meaning it sometimes stops uploads that aren't copyright violations. And unfortunately, instead of getting rid of the flawed upload form and directing users here to Commons (which the overwhelming majority of volunteers here would prefer), the Wikimedia Foundation thinks that leading users down this blind alley is a good idea. None of the filter log links you provided have any entries, and in any case, you cannot upload anything unless you are registered and logged in, which you are not.
But searching through all the entries in the log, I'm guessing you may be EonMalan (talkcontribsblock logfilter log) who tried to upload File:1555450690229-8MOEW44E3JAOEZWT3WAG.jpg (histlogsabuse log), File:EonMalan2019.jpg (histlogsabuse log) and File:Headshot of Eon Malan at UNC Charlotte 2019.jpg (histlogsabuse log). If so, the filter you encountered prevents low-resolution uploads from newly registered users using the particular upload form that you used. The reason for this filter is that such uploads overwhelmingly turn out to be copyright violations. If you did indeed personally create this image, the expectation is that you should be able to provide a full-resolution version rather than the 1000×1250 pixel miniature version that you tried to upload. But unless this was a selfie, it seems like the filter may have worked as intended by preventing you from uploading a photo with false authorship information.
Also note that we generally do not need you to upload photographs of yourself. If you are planning to contribute actively to a Wikimedia project, you may upload a small number of personal photographs for use on your user page, but if all you want to do here is to promote yourself (and so far, it looks like that is your only reason for being here), then we don't need that. I'm not sure if you are 'Frenseco, but I'm actually trying to delete this page of mine 'EonMalan' because I'm not sure who created this in the first place. The information is totally incorrect and as a professional performer, it is a poor representation on my side but also the creator. Secondly, yes, I did take the photograph myself...tripod and timer is the answer. Such uploads of png logos are not allowed at all. You said it's your own work. Usually when someone uploads a png logo, it's a copyright violation taken from the web. Please upload the full-size original of it, including EXIF metadata, but it may be judged too complex to be under TOO in the country of origin, so you may need to send permission via OTRS. Also, any png image will look fuzzy when scaled down and may look jaggy when scaled up, so you may want to upload svg or jpg versions, too.
