None of the filter log links you provided have any entries, and in any case, you cannot upload anything unless you are registered and logged in, which you are not.
But searching through all the entries in the log, I'm guessing you may be Xanthopan (talkcontribsblock logfilter log) who tried to upload File:Professor Judith (Judy) H Myers.jpg (histlogsabuse log) and File:Professor Judy Myers.jpg (histlogsabuse log). If so, the filter you encountered prevents low-resolution uploads from newly registered users using the particular upload form that you used. The reason for this is that those overwhelmingly turn out to be copyright violations.
If you did indeed personally create this photo, as you stated when you attempted to upload it ("This is my own work" and "I attest that I own the copyright on this file"), the expectation is that you should be able to provide a full-resolution version. But since you state above that you "have permissions" for the file, I assume that it's not really your own work. You also state that it's in the public domain. If that were really true, you wouldn't need permission. But perhaps you are confusing "published" with "public domain". In any case, you can't claim that something is your own work if it's not.

If you had just added the {{speedy}} tag at the top of the file description without also blanking out the rest of the page, you would not have been affected by the filters which prevents page blanking, and you wouldn't have been shown the error message which told you "Don't blank pages." Also, if you would like to invoke the speedy deletion criterion which allows uploaders to request deletion of recently uploaded files, you should perform the edit while logged in as Raulbutuc. Karinkloosterman: The filter you encountered prevents low-resolution uploads from newly registered users using the particular upload form that you used. The reason for this is that those overwhelmingly turn out to be copyright violations. If you did indeed personally create this photo, as you stated when you attempted to upload it, the expectation is that you should be able to provide a full-resolution version rather than the 960×640 pixel miniature version that you tried to upload. Abuse filters for captions edit: and depicts

@Steinsplitter and Jeff G.: unless I'm mistaken, I don't believe any abuse filters have been created for captions. I don't think the current filters know how to look at Wikibase, so a new filter or two might be needed. Here's an example of a Wikidata filter (or Filter 34) along the lines of what captions might need, I'm told. Do y'all think we can put some filters together? @Steinsplitter: here's what I've learned:
  • Structured data lives in the file namespace.
  • I don't think any new filters are needed specifically for captions. You can modify existing appropriate filters to add the new labels for captions using the examples I linked to from Wikidata as guidance.
  • New filters will be needed soon for depicts and other statements BUT
  • The development team is willing to help write and maintain the new filters, and make sure that they are not too expensive to run.
So do you think modifying existing filters to add captions labels is something you can do? The development team can help do it if you need them to instead. Keegan (WMF) (talk) 20:57, 5 March 2019 (UTC)

If the namespace is the same as filenamespace (article_namespace) i think no notifications are needed (if article text etc is scanned, if not we have to change that). Hi Romainbo21! The filter you encountered prevents low-resolution and PNG uploads from newly registered users using the particular upload form that you used. The reason for this is that those overwhelmingly turn out to be copyright violations.
Unfortunately, because of the number of copyright violations, the filter has had to be defined quite broadly, meaning it sometimes stops uploads that aren't copyright violations. And unfortunately, instead of getting rid of the flawed upload form and directing users here to Commons (which the overwhelming majority of volunteers here would prefer), the Wikimedia Foundation thinks that leading users down this blind alley is a good idea. Thank you, however, the instructions were very clear: If the machine is wrong, come here for a fix. So I came here, and was told to go away and refactor my comment to avoid offending a robot. I'm sure you can see why that is hard to swallow. It also promises the edits are "being tracked" but only when I complained, and then complained again when my first entry was brushed off, has anything happened. Seems to me there's a deep systemic mismatch between what we're being told will happen by the code, and what actually gets done by human beings. Am I to understand that for nine years any number of people like me have waited for the promised tracking to produce a human fix only for nothing to happen? The first error was "We could not determine whether this file is suitable for Wikimedia Commons" and on retrying the upload that kept coming up until it just blocked me.
