Pitzhangermanor: Who are "we"? Is your account used by more than one person?
The filter you encountered prevents low-resolution uploads from newly registered users using the particular upload form that you used. The reason for this is that those overwhelmingly turn out to be copyright violations. If you did indeed personally create this photo, as you stated when you attempted to upload it ("This is my own work" and "I attest that I own the copyright on this file"), the expectation is that you should be able to provide a full-resolution version rather than the 1080×720 pixel miniature version that you tried to upload.
In the description of the file, you entered "Image © Andy Stagg." Are you Andy Stagg? If not, the filter worked as intended by preventing you from uploading someone else's work as your own, which constitutes copyright infringement and is illegal. LX (talk, contribs) 17:46, 1 February 2019 (UTC)

Also, any raster image may look fuzzy when scaled down or jaggy when scaled up, so you may want to upload svg or jpg versions, too. Hardly can be more stupid really, the article is to be reviewed, and one cannot attach an image to it because of the foolish filter that does not, and will not in the next 10 years properly recognise the image content. I have not enough information in this matter, but triggering this filter suggests that there is no easily identifiable difference. And enforcing the fileimporter's edits to omit the AF mechanism completely is not a matter of AF configuration, but of MediaWiki coding. And I do not think that we should unconditionally allow importing anything from any wiki.

They definitely run afoul of en:Wikipedia:User pages#User pages that look like articles. You should familiarise yourself with those rules, and you should also read en:Wikipedia:Ownership of content, which will disabuse you of the misconception that Wikipedia pages have "owners and administrators".

Raulbutuc: The filter you encountered prevents low-resolution uploads from newly registered users using the particular upload form that you used. The reason for this is that those overwhelmingly turn out to be copyright violations. If you did indeed personally create this photo, the expectation is that you should be able to provide a full-resolution version rather than the 400×400 pixel miniature version that you tried to upload.
Also note that we generally do not need you to upload photographs of yourself. If you are planning to contribute actively to a Wikimedia project, you may upload a small number of personal photographs for use on your user page, but if all you want to do here is to promote yourself, then we don't need that.
