Israeli Coat of arms deletion - lawyer needed

Hello! I see you were involved in the old IL copyright dispute and your help is needed, because this seems like a similar issue. I barely know IL law or wikimedia conventions but what is being proposed seems very wrong to me. Here's what's going on:

The village Daliyat el Karmel has a new coat of arms since 2013. I grabbed it from their site and uploaded it to Wikimedia with the template:FoP-Israel tag. However, it is claimed this is not enough and the file is nominated for deletion. Your opinion would be appreciated. The discussion is ongoing here:

Urgent - coat of arms

There's a deletion request for all Israeli coat of arms.

It started when I tried updating the coat of arms of Daliyat el Carmel (it was remade in 2013). I uploaded it under the FoP-Israel template. The file was marked for deletion. I then argued the file should be fine because other coats of arms were accepted in Wikimedia under similar permissions, but it's been claimed that potentially all Israeli coats of arms are not acceptable here and a deletion request is currently open. This may eventually cascade to other files uploaded under FoP.

I am not familiar with IL law but I suspect this might be absurd. I need people who have dealt with this before and who are familiar with IL law to clarify this matter. I've contacted you and User:Drork because both of you were heavily involved in the previous disputes.

Important message for file movers

A community discussion has been closed where the consensus was to grant all file movers the suppressredirect user right. This will allow file movers to not leave behind a redirect when moving files and instead automatically have the original file name deleted. Policy never requires you to suppress the redirect, suppression of redirects is entirely optional.

Possible acceptable uses of this ability:

  • To move recently uploaded files with an obvious error in the file name where that error would not be a reasonable redirect. For example: moving "Sheep in a tree.jpg" to "Squirrel in a tree.jpg" when the image does in fact depict a squirrel.
  • To perform file name swaps.
  • When the original file name contains vandalism. (File renaming criterion #5)

Please note, this ability should be used only in certain circumstances and only if you are absolutely sure that it is not going to break the display of the file on any project. Redirects should never be suppressed if the file is in use on any project. When in doubt, leave a redirect. If you forget to suppress the redirect in case of file name vandalism or you are not fully certain if the original file name is actually vandalism, leave a redirect and tag the redirect for speedy deletion per G2.

The malicious or reckless breaking of file links via the suppressredirect user right is considered an abuse of the file mover right and is grounds for immediate revocation of that right. This message serves as both a notice that you have this right and as an official warning. Israel FOP

During this deletion request, closed as keep, you said "Israeli law does allow freedom of panorama for any work of art (including literary works, maps, drawings)". I trust you to know Israeli law because you are an Israeli lawyer. COM:FOP Israel currently suggests that FOP only applies to "an architectural work, a work of sculpture or work of applied art" and that "an artistic work created for artistic purpose is by no means applied art". This would seem to exclude literary works. If COM:FOP Israel is wrong or misleading, could you try to correct it so that it reflects the current law? Wikimedia Commons is happy to announce that the 2022 Picture of the Year competition is now open. This year will be the seventeenth edition of the annual Wikimedia Commons photo competition, which recognizes exceptional contributions by users on Wikimedia Commons. Wikimedia users are invited to vote for their favorite images featured on Commons during the last year (2022) to produce a single Picture of the Year.

Hundreds of images that have been rated Featured Pictures by the international Wikimedia Commons community in the past year are all entered in this competition. These images include professional animal and plant shots, breathtaking panoramas and skylines, restorations of historical images, photographs portraying the world's best architecture, impressive human portraits, and so much more.
