Allow overwriting to File:Chatham-Islands map topo en.svg

The current license on this file looks a little dubious. I'm trying to verify if John Pelham Black was ever a federal employee, and this portrait was derived from a print by a Canadian photographer who was never a federal employee. Abzeronow (talk) 17:04, 27 July 2024 (UTC)
It's not clear whether the new photo I'm proposing to upload is of a print at all, as opposed to a photo of the original painting. Obviously your concern about John Black stands; if this is accurately identified as the SC's official portrait of Hugo, then presumably John would have painted it on commission of a federal agency, making it PD, no? Regardless, if a private citizen photographs a PD portrait, is the resulting photo also PD? Nicknimh (talk) 21:04, 27 July 2024 (UTC)
If the painting is based on a photograph by Yousuf Karsh, then I have to consider the copyright status of that which could be public domain because of formalities. Regarding the painting though, if it was done by a federal employee, then it would be PD. If a private citizen did it, its copyright status would depend on when it was published. I'm not sure I am following, what seems to be the issue here with the existing file in regards to "black" and "white"? The only thing I can tell I messed up on was the Crunchyroll logo got slightly de-smoothed during the svg file conversion. This is a low quality non-native pronunciation of the native name of Estonia. I uploaded a higher quality native pronunciation a couple years ago, but to my surprise I discovered that the better pronunciation I uploaded has been split into a different file, and this low-quality pronunciation file is still used pretty much everywhere. I believe that I cannot overule Wiki projects which files they should or should not use, and I also believe that COM:OW doesn't allow such an overwrite. This is not a judgement of quality as I do think your file is an improvement but if you want your file to be used more than the other one, you'll have to replace usage manually. I have the same image of this file, but higher quality + original frames (I think mine is the original) I have difficulty to getting the image, and I have made some interface edits to my file, I don't know how to show you this until I'm overwriting the file. This file is widely used throughout Kurdistan, Iran and Iraq in public places, websites, cultural centers, events, government materials, and in various designs, eg: 1 2 3 4 5 6 7, no one owns it; the original file has no clear publication information, but given its extensive and widespread use, it's effectively part of the public domain in the region (maybe Iran) + it may date back to the 1950s or 60s, 'couse the person of the image died in 1972. to the best of my knowledge, the correct license for this file should be like this file, which is the same person. You are correct that it should not be CC BY-SA 4.0; good catch. However, given that the photo is dated to 1944 and the author is unknown—it's listed as the JCPML, but they're clearly not the real author given that the JCPML was established in 1998—it appears that this photo is PD under Australian law. @Abzeronow: The actual link is come from https://logos.fandom.com/wiki/File:DC_Comics_(1976).svg. The image appeared at Logopedia was different to this Wiki because the background is transparent. This image is currently encoded as 64-bits-per-pixel RGBA. Yes, you read that right. 64 bits per pixel. It's the special 16-bit-depth version of RGBA, where each of the four channels is stored as a 16-bit number rather than an 8-bit number. The funny thing is, every pixel in this image is a shade of grey, with varying alpha values. This means the image can be losslessly re-encoded in 32-bits-per-pixel "Grayscale with Alpha" mode (which is to say it's two channels rather than four, those being a Grayscale channel and an Alpha channel, but we're still using the 16-bit-depth version of both channels). I performed the re-encoding with OxiPNG and ZopfliPNG and the file shrank to 552 KB. (Less than half of the original size!!) I would like to upload this corrected version. The original uploader Judicieux (talk · contribs) has not been seen around for 3 years and has thus not motivated the lack of background when asked to. The file is used on 17k pages, among them 14 models (13 on fr.wikipedia and 1 on ms.wikipedia). It will be easier to fix the file by uploading a new version rather than scrolling through all the pages to ensure a replacement in order to address accessibility issues, among others. It's mainly for Tecate, Tijuana y Rosarito COA, because they're somewhat blurry (you can check their preview if required).

Allow overwriting of maps in order to add the borders of South Sudan and Montenegro

I want to make updates in the files listed below, because South Sudan, which became independent in July 2011, and Montenegro, which became independent in June 2006, are not shown in the maps with their borders.
