@LX: I put a question up on the help desk regarding these files. I'll copy and paste what I found out:

I did a bit of research and came up with this: State Copyright Resource Center. Next, I checked the Des Moines Police Department and they have a form for release of public records which includes body and in-car camera recordings. Going back to the first link, I found Iowa FOIA Laws, I found out that Iowa's Open Records Law includes the right to "publish or otherwise disseminate" public records (another link here that also says "there are no restrictions for use of the records in the law").

Thanks for responding. First, I see no basis whatsoever for the claim that these files are published under the terms and conditions of a Creative Commons Attribution-Share Alike 4.0 International license. As for freedom of information, that is a separate area of law from copyright. Commons requires content published here to be published under a free license or in the public domain (which is to say not protected by copyright law). The freedom of information provisions do not exempt the content from copyright. To illustrate why this is so, consider that evidence in a copyright lawsuit is part of the public record. If that meant that it were also in the public domain, copyright holders would have no means to enforce their rights. LX (talk, contribs) 07:01, 22 November 2018 (UTC)[reply]
@LX: I'm new to the Commons, so thanks for taking the time to explain all this to me. Let's just delete the two files. I was experimenting and trying to see if I could use public records to create images, but obviously, I haven't mastered the ins and outs of copyright yet!
