OTRS closure

On a different subject, I was asked what was going on in the closure by you of OTRS ticket:2013030810012291. I'm asking here because I know I don't check my OTRS messages all that often. As an aside, congrats on getting unblocked at en wiki.--Sphilbrick (talk) 02:38, 9 March 2013 (UTC)

Oh shit, I forgot to finish that off didn't I. It's successfully closed ticket; a bit pointless in the circumstances, and I'm not sure why we have forced them to jump over those extra obstacles like a show pony, but I'll comment on the DR shortly. No problem, another agent was planning to handle it, but hadn't locked it, saw it closed, but didn't feel it was quite resolved, and understandably was puzzled. Hi Russavia, given that trolls have explicitly stated that they are out to get you permabanned at enwki, its probably time to take your own advice and stay mellow, really really mellow. I'm not sure if people would understand this one, being how some people still think that the US somehow managed to reach space first. I mean, some of them actually think the US won the space race. Then there is the continuous occupation of orbit since 1971, and the ISS station's bridge, engines, and life support all being Russian, plenty of things I guess people don't know.
It makes me muse of other stuff too. Getting into space is a matter of going so fast you won't fall back to the ground, you 'escape' Earth, into orbit or beyond. The US couldn't manage that at all with the tech they had, so they brought space down to them, redefining it as an altitude (facepalm). The neigh-sayers also said 'oh, Yuri never went into space because when he came back, he used a parachute so it doesn't count'. Zomg how sore. When Russia China and the ESA goto Mars, they'll find a way to say they never went there too. :) The us is also link spamming mars already with their own mars spaceport. Bah ! whatever, you shouldn't talk to me, oh and don't worry about not talking to me, it makes no difference. You'd be amazed by how many people think if they ignore me I'll stop talking, but they don't take my over-inflated ego into account in their reckoning. Penyulap 08:24, 29 March 2013 (UTC)

You're welcome. Oh that is cruel !, however I note they have put in the hard work of creating rivalry and continue to do so with China for no reason that serves humanity. They have a mini-me shuttle now, they send it up to follow the Chinese Space Station around, it doesn't and can't actually interfere with the Station, but it does carry out it's one and only mission quite well, which is to spook the Chinese. (I haven't actually read that they are spooked by it, but hey, if you spend that much money on a mini-space shuttle and it's launch, it must be getting results right?). It was unfortunate to see that en.wiki showed a picture on the front page calling the European space agency automated transfer vehicle a Russian module, and that wasn't half of it. Do you do subtitling of videos? Many of the Kremlin.ru videos have transcripts, and they could be subtitled. For instance one can make subtitle files in Russian and English for File:Dmitry Medvedev address on 26 August 2008 regarding Abkhazia & South Ossetia.ogg

Hello! There is no article about Chrysaora pacifica (red link) and the description of this picture is wrong. Governor sir James Ramsey died in 1986, so the man is not him. Is this the opening ceremony in 1982? Then it is him. Only the description must be adjusted. And the picture was not made in 2012, but 1982. The rest is done. I hope good. Something about dc comics on the village pump, however, it looks pretty much like a derivative anyhow, and if the owners are making noises it looks simple enough. If I may interject, I can't speak for others but in my own personal case, I absolutely love it whenever you make a comment Jbarta. I'd like to stop anyone who's trying to shut you up.
On a general matter, I'm an almost-complete idiot, there are some parts still missing (nods) it's true. Every time I open my big fat mouth I'm quite sure to embarrass myself socially, it's terrible, and no matter how I do, and how bad I is, I just can't stop talking. Hmm. So when (hypothetically) a bigger idiot comes along and makes much more embarrassing dumb-ass comments that are almost impossible for people to forget then I'm like, actually it's hard to describe, let me show you... <Peny stops typing, pushes the chair back, stands up, moves away from the desk, pauses for a moment and then breaks into a vigorous high speed, high energy, little victory-style dance, thrashing their hair about, waving their arms like a cross between Mr Bean and Jim Carrey. Knocks over the lamp, upsets the side table, this goes on for about a minute before Pen stops, straightens their clothes while shrugging off the last itches of dance and sits down again>

Your IRC question

Hi Russavia

Thanks for your question in IRC, I was in the middle of resolving a tricky permissions issue, so didn't give a complete answer.

I am interested in becoming a Commons admin. I don't want to mislead,so I want to emphasize that my main reason is to make the OTRS work easier. As you know, the permissions queue, especially Commons, is far longer than it should be. This creates its own additional burden; if I look at an older ticket which is the bulk of them at the moment, the odds are high that the image has been deleted for lack of license. This means I have to impose on you or some other Commons admin to undelete it, and even then, it may be that there are further questions that need answering before finishing. It would be a lot easier if I could see the images, and undelete if needed, to help clean out the queue. (There are other issues as well, but this is one that can be addressed.)

My challenge is that I know how RfA candidates are treated an en.wiki, if they request adminship for a limited purpose. It often isn't pretty, and I understand. We don't have the technical ability to deliver part of the bit, so one has to be fully qualified or not bother asking. I assume the concept is similar at Commons.

With that in mind, I decided I should become more conversant in the broad Commons policies, not just the narrow set that affect OTRS.

I have been active in copyright issues, with emphasis on US, because I am an active participant in Wikipedia:Copyright problems. I ran into an issue in Canada, that prompted me to read the Canadian copyright law. I'm still far form an expert on all other countries, but I know the first step, not to assume that what one knows about US law automatically transfers to other countries, so I tread carefully when dealing with issues in other countries. I recently ran into some issues involving Tanzania, so have looked into Australian and Tanzanian laws to some extent.

I do know that a major difference between the US and many other countries is the different treatment of FOP. Again, while I couldn't pass a test on the details without looking up the answers, I am aware enough of the issues to know that I should look up the answers, and I know where to look.

I spent some time on December working at Commons:Deletion requests, partly to help out, partly to force me to become more conversant with Commons policies. Real life intervened, and I got away from that for a time, but I started again yesterday. I hope my contributions, such as Commons:Deletion_requests/2013/04/12#File:Sextans_dwarf.jpg will illustrate that I'm trying to do some homework, not simply reacting off the top of my head.

Becoming an admin on Commons is much easier than it is on other projects, especially enwp; mainly because we have a different mission, and the dynamics, and the problems that exist with such dynamics, are missing from here.
If you think you are better of doing more "homework", then I would suggest you do this. But remember, we don't expect admins to be full-bottle on every single copyright law on the planet; we each have our areas of knowledge, and we generally limit ourselves to those areas. Or if we aren't sure we seek other opinion. So I wouldn't worry too much about this; but it would definitely be useful if you participate (either by way of nominating or just plain commenting) in DRs which are related to copyright issues, COM:FOP, COM:IDENT. Perhaps you could also do some patrolling of new uploads and tagging files for speedy deletion which you know should not be on the project. I would say that a month of doing these things, failing any other issues (which I am not seeing), and you may be right.

I'm presuming that this may have been a problem with some automated process that you were using. Actually, the robot just dumped those files into that category whilst transferring the files, didn't it ? Generally that is what happens at first, and then the person who requested the robot's work goes through and sorts them, if other busy bees don't get there first. Hey there, I would say that it is not PD. Template:PD-Polish states that the image needed to be published with a clear copyright notice. In order for us to determine it's PD status we need to look at 1) who took the photo 2) in which country was it first published 3) where (publication wise) was it published and 4) was it published without that notice? FOP in France

My recent nominations were actually triggered by the uploads of Hermes from mars (talk · contribs). Admittedly his photographic skills are remarkable, and I'd hate to loose these images, but then there's copyright law. Of course knowing the DOB of architects, etc would be needed, and French editors would probably be able to quickly determine whether any individual photo is ok or not. Evidence of consent

Hey Russavia,

a question regarding Commons:Deletion requests/Files of Austin photoguy50.

Independent of whether there are other reasons to delete these particular images, can you clarify whether you agree that these types of images should be deleted if no evidence of consent can be provided?

I'm asking because as an admin, my expectation is that you consider it your responsibility to enforce Commons policy and Board policy. Admins are given generally some discretion in the implementation of policies, but adminship is supposed to mostly be the routine application of existing policies and community consensus.

The policy that we don't host images from people in private places where evidence of consent is missing seems pretty clear to me. I think it's reasonable to give the uploader time to provide evidence of consent, but it's also reasonable to delete the images after the end of the DR and undelete if evidence is provided later. Do you disagree?

I don't think the hypothesis that the images are or could be revenge porn is even relevant to that question. Even if they are uploaded in good faith ("I put them on Flickr with permission and now I'm uploading them to Commons"), it's still desirable to ask for evidence of consent specifically for uploading to Commons, because publishing a photo of a person in the nude in Flickr's NSFW ghetto is quite different from having that same photograph on Commons and potentially used on Wikipedia.

Erik, I will initially answer some of the questions you have asked. Of course the images should be deleted if consent for their initial publication was not given, as required from the photos being "in a private setting" with an "expectation of privacy". This is how it has been for such images on this project, with a few misses along the way, for a long time. It is not unreasonable to delete the images if no affirmation of consent is given and then undelete them if permission is received; however, my opinion in that DR is that regardless of consent being affirmed, that they should be deleted on scope grounds (this is above and beyond, but also including, the consent issue). Whilst we obviously need to get that affirmation of consent, if that is forthcoming, then we have to then look at whether they are in scope. For this set of photographs, I don't believe they are.

Erik, Commons is an amazing project, with amazing people doing a lot of amazing things. Editors on other projects oft don't hear about the fantastic work that our editors do; they often only hear negative things. Erik, this project is not perfect, but it is far from "being broken"; that being the popular war chant we hear of on an almost weekly basis, often coming from those who spend absolutely no time on this project. As an example, what I saw on the gendergap mailing list was just another manifestation of that; I only joined it the other day and I hope to god it hasn't been like since forever, because it is quite simply atrocious. Simply put, it is easy to sit back and do absolutely nothing on this project, and criticise our editors and admins, whilst totally ignoring the massive project we are participating in and the amount of work that editors on this project partake in to keep it running.

I'll show you another example, and it is from that list. The other day it was raised on the list that of the 9 images (7 was incorrect) in Category:Bagby Hot Springs, 3 of them were of topless women. Another list member said they would organise for photos in July. Great! I then provided a good source for photos which would be suitable and would "dilute" the toplesness in that category,and are available right now. It's now been 4 days since, and still not a single image has been uploaded. Yet, I guarantee you, that category will still an issue in the backs of people's minds, even though they have the power to do something about it. We welcome all editors of all persuasions and opinions; they simply need to bite the bullet and get involved in this project.

And the last comment goes to WMF board members as well. It is fantastic that WMF board members engage with people on mailing lists, and at events like Wikimania, etc; but that is NOT the community. This right here (not my talk page) is the community, and it long overdue that the WMF engage with it more actively, to hear our opinions on issues relating to this project, and do so with an open mind. Just the other day, you mentioned an issue in relation to workflows on this project. It may interest you that the day before you raised that, this discussion was started on our Village Pump to make it easier for anyone to bring problematic files to our attention; be they copyright violations, images with scope issues, or the very rare instance of child pornography being uploaded. Messages were sent to JW[3], Philippe, legal, etc, (via email) but not a single one of those has offered input. Now that you are here, and hopefully ready to engage with this community, would you care to provide your input, and hopefully support, to this idea?
