Dear Mdaniels5757, I’m not sure I understand the requirements of photos need to have in order to be in the public domain. This particular photo was created in the 1950’s in South West Africa, then under South African rule, and presumably governed according to South African laws. {{PD-South-Africa}}, according to my understanding is the applicable time limit with regard to this photo, meaning, as I understand it, that the photo should be created before 1970 in order for it to be in the public domain, which it is by more than a decade. Alternatively, since the photographer was Finnish, perhaps Finnish laws are applicable. But even then {{PD-Finland}} has the same limits, i.e. photos taken prior to 1970 are in the public domain.

And what does the US legislation have to do with this case? I’m not sure I understand it. And where does the time limit prior to 1946 come from? It would mean that photos come into the public domain after 74 years have lapsed since their creation. What an odd number. Where would it come from? I have thought that the time limit was 50 years even there. Or does it mean that photos created 50 years before 1996 are in the public domain, and no photos created after 1946 will ever come to be in the public domain?

There is a comparable photo, famous in the history of Finnish photography: “Paavo Nurmi sytyttää olympiatulen 1952.jpg”. This photo, too has the template {{PD-US-1996}}, and it seems to be in the public domain, even though it was created after 1946. Hi, @Panu Hallamaa: Thanks for your question. International copyright law is quite confusing, and I'm happy to explain it. Wikimedia Commons requires that images be free in both the United States and their source country. File:Marja Väisälä Lounais-Afrikassa 1950-luvulla.png was taken in 1955, so it entered the public domain in South Africa in 2005. But in the U.S., any foreign work that was not in the public domain in its source country in 1996 had its U.S. copyright restored (see COM:URAA). This means that if a South African photo was taken in 1946 (1996-50 years) or earlier, it is in the public domain in both the U.S. and South Africa. If it was taken in 1947, however, it is in the public domain in South Africa, but is treated as if it was properly copyrighted in the U.S. on that date (in that case, 95 years from publication, so no earlier than 2042).
The Finnish photo you provided as an example was taken before 1991, so its Finnish copyright is governed by Finland's 1961 law (see COM:FINLAND). That law says that it entered the Finnish public domain 25 years after publication, so it entered the Finnish public domain in 1977. Since it was in the public domain before 1996, it is also in the public domain in the U.S., so it can remain on Commons.

@MGA73: Huzzah! Three should not have been in there, but were not processed by the bot because it could not compare the image successfully (I manually ran the bot after verifying that the images were in fact the same). I left one in there because it was a crop. If I (not just my bot) were a license reviewer, I would mark it as successful anyways. However, not being a license reviewer, I'm not sure that I have the discretion to do so, so if it's alright I'll leave the backlog of 1 for you to deal with :). Hello, I'm french but I hope my english will be comprehensible.

You sent me an advice about my last wikipedia picture that I imported on 02/28/2020. This picture was taken by me at the Walker Art Gallery in Liverpool on 12/09/2019. I can prove it by sending the complete picture taken by me that day, that will be different with original picture frame, wall part, that I resized before publication. (I don't know how to send it to you without Wikipedia import). After examination of my publication and the one already published, you can notice many differences : there is a reflection from the museum lamps on the top middle of my picture, the colours are different, depending of the lightning in the museum, and also many small reflects over all the picture are different. As I intended to add this image to the Walker Art Gallery, I did see that there was already an equivalent image, but I always use my own images and never re-publish someone else picture. So I imported my own version. As these two images are equivalent, I will not mourn over my picture deletion but I wanted to show my honesty.

The potential problem that I noted was that the date of the painting wasn't there, which makes it hard to make sure the painting is legal to have on Wikimedia Commons. Hi, I was notified that you reviewed the File:Plotosaurus LACM.png image I uploaded and posted a notice that the license cannot be verified. The upload is an adaptation of another upload that has successfully verified the Creative Commons Attribution 2.0 Generic license of the source. I have at first sourced the same links as sourced by the original upload, but since I have found out that those links turn out to be dead, I have relinked the source to be explicitly an adaptation of the original upload. I'm not exactly sure how to "resolve" this issue after the fix (and I don't want to just delete the issue notice), so I am letting you know here. Re: Notification of possible unfree Flickr-file

Hi. About this notification (and others on my Talk page) about files that I transfered from flickr. I am careful about the files that I upload, and I'm sure that the user from flickr, changed the license of their files. Is there an option to review if a flickr user changes the license of their photos? And, what about the files that were uploaded to Commons with the proper CC license? @TheBellaTwins1445: Hi. The problem is that those aren't actually under the public domain. On flickr, where it says public domain, there are two options. One is the CC0 license ({{CC0}}, which is acceptable. The other is the Public Domain Mark 1.0, which has no legal effect (it's not a license at all), so photos tagged with it that aren't actually in the public domain (like a U.S. Federal Government photo) aren't OK for commons. Deletion requests

You have vaugely closed deletion nominations en-mass with remarks like "no valid reason for deletion". In the case of File:Roza Shanina.jpg, let me make it very clear - the lack of any type of evidence of early enough publication to be public domain is a valid reason for deletion, has long been a valid reason for deletion, and will continue to be a valid reason for deletion. This rule for items requiring publication information (ie, the country of origin's copyright laws are based on publication date, like Russia, in the case of the photo of Shanina) is a long-precedented standard on Commons. At no point in the deletion nomination, nor the past one, was any required publication information provided (only the insufficient "the photo was taken before the cutoff date so it COULD be PD" argument. I request that you do what is necessary to correct this problem and refrain from further incorrect statements that go against Commons standards. There remains NO evidence that the photo of Shanina in question was public domain in Russia on the URAA date per the PD-Russia-1996 template or later per the PD-Russia template. Commons requires photos to be PD in the country of origin, and Russia does not have the same copyright laws as the US.--PlanespotterA320 (talk) 18:58, 13 June 2020 (UTC)

  • Hi @PlanespotterA320. Responding to your points roughly in order: It's common for deletion requests to be closed with "no valid reason for deletion", and it's the default for DelReqHandler. See, e.g., 1, 2, 3, 4, etc. For the File:Roza Shanina.jpg DR, evidence was presented that the photo was published, and the consensus was that the evidence of publication presented was sufficient. Nevertheless, as the correct answer was not so obvious that there could be no possible controversy, I've unclosed it. Deletion requests (again)

When I invited you to review Commons:Deletion requests/File:Gay anal sex.jpg, I expected you to carefully read the discussion before taking any action. Since I had already called out E4024 for not reopening the request correctly, and you went on to repeat those mistakes (see below), I assume you did not read it carefully enough. Anyway, you’ve tried to do the right thing now and reopen the request.

There are two technical issues here:

  • Related edits. You did not restore the DR tag on the file description or talk page (I have now done this). You did not add the discussion back to the daily DR list (I have requested a response from E4024, who first made this mistake, and intend to bring this up at the Village pump if there is no satisfactory response.).
  • {{Nac}} substitution. This template says that it should be substituted.

FinnaUploadBot upload licences

Hi, I am gonna upload new photos from https://finna.fi, so i will explain the logic why i choose to set some photos under PD even if they are CC-BY in Finna.

  1. if the author has died over 70 years ago then I would be using the PD-70 license. (ie. Creator:Ivan Timiriasew and Creator:Signe Brander)
  2. If the death date of the author is unknown then I will use the CC-BY-4.0 even if photo itself is old. (Rosenbröijer A. E. etc)
  3. If the author is alive or died under 70 years ago, but the photo could be free because 50 year rule i will use CC-BY-4.0. (Grünberg Constantin)

In any case after EU's new copyright directive the museums are moving from CC-BY -> PD for the old photos, but there is delay between decisions and actual implementations so we need to wait little bit before the actual change happens in Finna. However, the Helsinki city museum photos from authors died over 70 years ago seems to be so clear case that we can upload them with pd-license. Files with multiple deletion nominations

Hi, you have recently closed several deletion requests by Hywel72, for files that they uploaded. Several of these files have multiple deletion requests without substantially different reasons; this may have led to confusion. I have transcluded all these DRs in a list at User:Verbcatcher/Sandbox; this makes it easier to see what has happened.

You have 'partially closed' the DRs of several of these files, by closing one DR but leaving other DRs for the same file open. Was this inadvertent?

The following DRs should not be fully closed without considering the issues further, as I have raised copyright issues for depicted artworks. I suggest you do not close these duplicates, but some cleanup may be in order.

Great! So we just have to figure out what the most common cause for the bot not to fix a file is and then either fix the file page or the bot. Sadly it is probably rather hard to figure out what the most common problem is.

At some point I made codes like \{\{Self([^\}][^\{]*?)GFD([^\}][^\{]*?)\}\} and \{\{([^\}]*?)GFDL([^\}]*?)\}\} to try to catch the examples where GFDL was not "alone" in a template. But I usually spend hours looking at the bot change one by one to make sure that nothing went wrong. Sadly when files are transferred there are som many things that can go wrong. In many cases it is a good idea to have a bot cleanup before the migration bot gives it a try because it is almost impossible to add every possible error variant to each of the matches in the migration script. I'm still no expert in greedy vs lazy etc. and often the problem was that the code worked fine but then something happened and I had to make a minor adjustment and then it worked fine until a new thing turned up so at the end the code was a mess and if it was not executed in the right order too many errors happened. So I killed it. It looks like your script is much better and if more and more use FileExporter then fewer crappy transfers will happen. --MGA73 (talk) 09:28, 5 August 2020 (UTC)

Finna review

Hi! There are 6,354 files in Category:Finna review needed. Can you do something about that with the bot? And if uploaded with a bot is a review really needed? --MGA73 (talk) 09:36, 23 August 2020 (UTC)

Great! However it only helps a little. Today there are 6,350 files in the category. Many of the files are licensed {{PD-old-70}} on Commons but {{Cc-by-4.0}} on Finna. Therefore bot wont review them.
I think we need to decide what to do with the files. I'm not sure where the best place to discuss it is. Perhaps somewhere at Commons:Village pump? What do you think?
  • You could argue that no review is needed because it is uploaded by a bot. You could also argue that noone should review their own uploads so therefore we need a second review.
  • You could argue that we should change the template to {{Cc-by-4.0}} and let the bot review the file.
  • You could argue that we need a PD review instead of a license review.
  • Etc.
Personally I would like the bot to confirm that the file was uploaded to Finna and if possible also confirm that it is attributed to the author that is mentioned on Commons. Then it should be possible to do the PD-review with a bot because if file is attributed to xx (that died more than 70 years ago) and the bot confirmed that the file was uploaded to Finna and attributed to xx then all files are PD-old. But before you/we decide anything perhaps we should see if anyone else have an opinion? --MGA73 (talk) 10:44, 12 September 2020 (UTC)

Can you make a fix of the template or the bot so it can verify that the file 1) was on Finna (that exact file) and 2) the author is the same on Commons and Finna (I mean same name) and 3) that the license was Cc-by-4.0 but that the license on Commons was PD? Then we could move the files to a sub category "PD needs human review" like Category:Flickr public domain images needing human review. The bot has verified the file and the "license" we just need a human to check if PD. If the file is deleted at the source it is still posible for humans to verify if it is PD or not. --MGA73 (talk) 12:31, 13 September 2020 (UTC)

Hello, please take a look at this report: Commons:Administrators' noticeboard#Files named with meaningless/disruptive names (motivated renaming was reverted without any valid reason) as these are serious everyday violations of the Commons rules and protection of meaningless names (in this case, Kalumny which translates as Columns). User Kazimier Lachnovič with filemover rights constantly performs violations of the Commons rules, creates instability issues and protects meaningless names, thus creates confusion. Hi. Wikipedia is a work of volunteers and we are all free to stop participating when we want to. Your break has lasted a month now, and during that time, the OgreBot stoped working (May 12). This news is only presented to you because you actually made a replacement bot. Magog chose to stop, because there was a change in the underlying database structure at Wikimedia and he did not want to put in the effort to refit the code. Others are contemplating what to do, but nothing has materialized. Therefore it seems fair to ask you if you have the energy to refit your version of the bot, because the daily updates of contributions are sorely missed. I am writing to you because we are looking for feedback for a new Wikimedia Foundation project, Structured Data Across Wikimedia (SDAW). SDAW is a grant-funded programme that will explore ways to structure content on wikitext pages in a way that will be machine-recognizable and -relatable, in order to make reading, editing, and searching easier and more accessible across projects and on the Internet. We are now focusing on designing and building image suggestion features for experienced users.

We have some questions to ask you about your experience with uploading images here on Wikimedia Commons and then adding them to Wikipedia. You can answer these questions on a specific feedback page on Mediawiki, where we will gather feedback. As I said, these questions are in English, but your answers do not need to be in English! You can also answer in your own language, if you feel more comfortable.

Once the collecting of feedback will be over, we will sum it up and share with you a summary, along with updated mocks that will incorporate your inputs.

How we will see unregistered users

Hi!

You get this message because you are an admin on a Wikimedia wiki.

When someone edits a Wikimedia wiki without being logged in today, we show their IP address. As you may already know, we will not be able to do this in the future. This is a decision by the Wikimedia Foundation Legal department, because norms and regulations for privacy online have changed.

Instead of the IP we will show a masked identity. You as an admin will still be able to access the IP. There will also be a new user right for those who need to see the full IPs of unregistered users to fight vandalism, harassment and spam without being admins. Patrollers will also see part of the IP even without this user right. We are also working on better tools to help.

If you have not seen it before, you can read more on Meta. If you want to make sure you don’t miss technical changes on the Wikimedia wikis, you can subscribe to the weekly technical newsletter.

We have two suggested ways this identity could work. We would appreciate your feedback on which way you think would work best for you and your wiki, now and in the future.
