Meh, Sorry for that. I thought you were Korean. Anyway, I have been handling such situations since 2014 and I know what's gone wrong here and what should be done. 문의드립니다.

영어에 매우 미숙하기 때문에 공용은 크게 사용하지 않습니다만, 일전 삭제 요청하기 기능으로 회부했던 삭제 토론에서, 한국어 위키백과에서 보이던 필명을 확인하여 방문하였습니다.

저는 한국어 위키백과에서 차단된 한 다중계정 사용자를 추적했었습니다. 이 사용자가 "여러 계정으로" 공용에서 허위 라이센스로 사진을 꾸준히 업로드하였으며, 다른 사용자들에 의해 삭제되었음에도 불고 재업로드 해오던 사실을 확인하였습니다. 이에 저는 이 사용자가 다시 업로드했던 잔재들을 삭제신청하였고, 얼마전 공용관리자 Yann으로부터 이 사용자의 계정 중 2개가 차단 경고를 받는 것을 확인하였습니다.

한국어 위키백과에서 이 다중계정 사용자가 한 말을 인용하면,

  • 공용 사진 올리면 안되나요? 문제가 뭐가 되는지 알려주세요. 그럼 참고하고 주의하겠습니다. 그렇다고 삭제하나요? 좀 이상하네요. 제가 기여한 글들과 사진에 왜 그러시는지 모르겠어요. 사진 올리는게 뭐가 문제인지....아니...도대체 위키백과에 왜 이리 목숨을 거시는지 모르겠네 갑자기....
  • 공용 사진은 업로드 시에, 업로드에 실패했지만 다시 올리겠냐고 나옵니다. 그럴때 올리겠다고 하면 올려집니다. 뭐가 문제가 되나요. 그리고 문서에 사진 많이 달린거는 또 뭐가 문제가 되나요. 뭐가 당혹 스럽다는 겁니까. 그게 홍보성이라구요. 그거야 말로 주관적 주장 아니신가요. 편집 역사에, 그것에 반론 거신분 없는것으로 보입니다, 5, 6년 동안. 허위 사진도 아니고, 상업용도도 아니고, 사진 많이 달렸다고 문제 삼는건 처음 들어보는것 같습니다. 그리고, 사진문서 있으면 출처 역할이 되자나요,
  • 지금 보니, 제가 기여했던 문서에 있던 사진은 거의 다 삭제 되었습니다. 이건, 분명한 문서 훼손입니다. 이해할 수가 없습니다.

어림잡아 이 사용자가 업로드해왔고 그로 인하여 삭제되었던 문서의 수는 최소 30건이라고 추측하고 있습니다. 하나하나 세지는 않았습니다만. 또한 전술한 인용에 따라 공용 정책과 위키 프로젝트의 정책을 "전혀" 이해하고 있지 않은 바, 빠른 시일에 '비자유 저작물'에 대해 자신이 저작권을 갖고 있다는 허위 정보를 기재하여 사진을 업로드 할 가능성이 크다고 사료됩니다. 이 사용자가 공용에서 활동했던 아이디로 판단되는 것은 Gfdsrg123, Sdfglefpo, Seyurim, 657UYIK000 입니다만은 한국어 위키백과에서 약 30개 전후의 다중 계정을 활용한 바, 그리고 검사에서 추가적인 아이디가 더 발견되었던 바로 말미암아, 공용또한 미발견된 아이디가 더 있을 가능성도 존재합니다.

따라서 공용에서도 다중 계정이라는 것이 있는지, 또한 이러한 사실로서 차단 사유가 충족되는지 공용 관리자님께 문의를 드려봅니다. 본의아니게 꽤나 긴 글이 되었습니다. 읽는 시간을 할애해 주셔서 감사드립니다. 좋은 하루 되세요. Tablemaker (talk) 13:14, 15 April 2017 (UTC)

안녕하세요, 확인이 늦어 죄송합니다. 시간은 났는데 까먹고 있었네요. 현재 관련 기여가 모두 삭제된 상태이고 제시된 사용자 중 일부가 한국어 위키백과에서 차단된 것 또한 확인이 됩니다만 일반적으로 공용에서 특별한 정책 위반 행위가 없는 (타 위키에서 차단된) 사용자에 대해 사전적인 의미에서의 차단은 집행하지 않습니다. Seyurim 계정이 Yann 관리자에 의해 최종 경고 (추가적인 저작권 침해 발견 시 차단하겠다는 요지입니다) 를 받은 사실까지 확인할 수 있었습니다만 차단이 집행되지는 않았기 때문에 현재로써는 타 계정들을 차단하기에는 무리가 있어 보입니다.
그렇지만 이게 완전히 차단을 할 수 없다는 의미는 아니고, 다수의 계정을 동원해 저작권 침해를 계속하는 것은 당연히 용인되지 않으므로 추가적인 기여가 있으면 연락해 주시면 적절하게 처리하도록 하겠습니다. — regards, Revi 10:05, 30 April 2017 (UTC)

You got the wrong venue for complaint: I'm not the one who made the rules. Complain to WMKR (Point of Contact should be ko:사용자:M. Kusanagi). I'm merely updating per the rules. 안녕하세요? 제가 그림 파일을 바꾸려고 하는데, 보호 처리가 되어있어서 업로드가 불가능하여 요청 토론을 하였으나 이런저런 이유로 처리가 되지 않았습니다. 제가 수정한 부분은 지금 벨라루스의 국기 파일에서 왼쪽 문양 부분이 4조각으로 분할되어 제가 수정할 필요가 있다고 생각해, 그것을 잉크스케이프로 문장 부분을 하나로 병합하였습니다. 그러나 정말로 수정하였는지 확인이 어렵다는 이유로 처리가 안되었습니다. (이 과정이 용량이 커지기는 하였으나, 제가 최대한 줄일 만큼 줄였습니다.)

사실은 5년전에도 저하고 같은 수정을 한 적이 있었고 업로드에 성공하였으나, 역시 모종의 이유로 한 번 되돌려진 적이 있었습니다. 이후에 보호처리가 되어서 지금은 제가 수정했음에도 불구하고 업로드를 할 수 없었습니다. 일단 이 부분을 한번 검토해주시고, 별 문제가 없다고 생각하신다면 파일 업로드 요청을 받아주시면 감사하겠습니다.

Hi, revi. In doing license reviews, one of the sources cited for two uploads was musthave-chan.tistory.com. The post is tagged as {{Cc-by-4.0}}, and the footer has a {{Cc-by-nc-4.0}}. However, it appears that the layout created by Vanns Kang was released under the noncommercial license, and not necessarily the blog by the owner musthave-chan. It's a bit different from blogs like all-idol.com, and an unusual situation from my experience. What are your thoughts? ℯxplicit 04:44, 8 December 2017 (UTC)

From the skin download page (layout=skin in tistory), it explicitly says the skin is licensed under CC BY NC 4.0 Intl. (Screenshot) And "Tirium by Vanns Kang is licensed under a Creative Commons Attribution-NonCommercial 4.0 International License." - I also think this is about the Tirium the skin, not the blog contents imo. Thank you very much for uploading those high quality images from the National Museum of Korea, they look spectacular. I was wondering how and if I could pre-select images from that website to download, though I have little trouble understanding Hanja, Hangul is a different story and I wish to know how I can see what licenses are compatible with Wikimedia Commons from that website. From what I can tell on the page that I linked there’s a little box marked “Open” with the text “국립중앙박물관이(가) 창작한 상평통보 당이전 저작물은 공공누리 "출처표시" 조건에 따라 이용할 수 있습니다”, can I upload any useful image with that text from the National Museum of Korea to Wikimedia Commons?

Let’s say that I would want to upload this image of a Joseon Tongbo (朝鮮通寶 / 조선통보) to Wikimedia Commons (a coin we don't have here at all), would this be a compatible license as a South-Korean government work? Are all South-Korean government work free to use? (As a general note) Republic of Korea Government work is not free unless {{PD-KoreaGov}} or {{KOGL}} marked by the agency. Unlike the {{OGL}}, KOGL has NC and ND designation, and they prefer NC/ND and rarely change their license.
And back to the KOGL case, if you see this logo (type 1), it means it is compatible with Commons. The rest (Click Eng) is incompatible with Commons. — regards, Revi 10:45, 19 December 2017 (UTC)

Yes, National Museum of Korea images are usually fine. For the structure, make sure to have {{NMoK}} after source link, and {{Institution:국립중앙박물관}} as an author, and {{KOGL}}(I put enter here for readability){{LicenseReview}} as a custom license. — regards, Revi 11:21, 19 December 2017 (UTC)

When would it be wise to request Autopatroller rights?

I just saw that I passed the 5000 edits and wondered at what point it would be wise to go request Autopatrol rights at the requests for rights? Would a block on another project make me less likely to gain this right (so I would have to get unblocked somewhere else first) or could I let my edits on Wikimedia Commons speak for themself? Would it be wise to request autopatroller now?

Hello -revi,

I just made 10.000 edits with only two DR's (and some bad licenses because of an error in Flickr2Commons but both got fixed), how likely would it be if I were to request the Autopatroller right that it would be granted at this point? Would conduct on other projects still be used as a reason to not grant it if I were to request it? I've never heard of "once in a 6 months" rule, and the rough guideline in COM:RFR seem to be "As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days.". — regards, Revi 15:35, 29 December 2017 (UTC)

Old Korean book

File does not load in KR, I had to use archive.is to see it. Is there any other proof it is Korean book? It's hard to guess so from the linked page. Anyway, if it is genuine and if you can find the proof it's pre-1923 work, {{PD-1923}}. — regards, Revi 15:41, 29 December 2017 (UTC)
Well, it's established to be probably Korean here, I would guess that it's from pre-colonial Korea but there's no records of it's creation so I will just leave it alone and ask the owner of the website (ManuD) to provide more information ℹ.
