(I really don't see why this page needs to be fully protected. It's never been vandalised, probably because it's really hard to find for novice users. Template:No license since/layout is not protected at all, and Template:Delete/layout is only semiprotected. Semiprotection ought to be more than enough. But I digress.)
Please change the first line from
<div class="layouttemplate">
to
<div class="layouttemplate plainlinks">
