Frans gesproken film, Nederlandse versie met commentaar en ondertitels over rechtspraak in Noord-Togo, Afrika, in 1980. Togo, dat onder Frans bestuur stond tot 1960, kent een juridisch systeem en een juridische organisatie naar het Franse voorbeeld. Binnen dit systeem heeft de wetgevende macht een zekere betekenis moeten toekennen aan de talloze van oorsprong Afrikaanse juridische systemen. Dit volksrecht is gebaseerd op ongeschreven rechtsregels, die de vele Togolese bevolkingsgroepen van generatie op generatie aan elkaar hebben overgeleverd. Dit volksrecht wordt vaak beschouwd als een rem op de ontwikkeling van het land, doch de wetgever is zich er van bewust dat een groot deel van het Togolese volk haar juridische betrekkingen bepaalt op grond van haar eigen normen en rechtsregels en met inschakeling van haar eigen rechters. Daarom heeft de wetgever in de jaren '60 rechtbanken ingesteld die recht moesten spreken volgens het volksrecht. Deze volksrechtbanken vertonen overigens weinig gelijkenis met de autochtone Afrikaanse rechtspraak. Ze zijn opgezet naar Westers model. Naast de volksrechtbanken telt Togo een aantal rechters binnen het autochtone recht. Dat zijn de chefs coutumiers, de volkshoofden. De wetgevende macht erkent deze hoofden formeel niet, maar desondanks vervullen zij een belangrijke rol bij het beslechten van geschillen op plaatselijke niveau. Opnamen in 1977 en 1979. French spoken film with voice-over and subtitles in Dutch about justice in Northern Togo, Africa, in 1980. Togo, which was under French rule until 1960, has a legal system and legal organization based on the French example. Within this system, the legislature has had to assign a certain meaning to the countless legal systems of African origin. This folk law is based on unwritten rules of law, which the many Togolese population groups have handed down from generation to generation. This popular law is often regarded as a brake on the development of the country, but the legislator is aware that a large part of the Togolese people determine their legal relations on the basis of their own norms and legal rules and with the involvement of their own judges . That is why the legislature established courts in the 1960s that had to administer justice according to popular law. These people's courts bear little resemblance to indigenous African justice. They are set up on the Western model. In addition to the people's courts, Togo has a number of judges within indigenous law. Those are the chefs coutumiers, the chiefs of the people. Le Togo, qui était sous domination française jusqu'en 1960, a un système juridique et une organisation juridique basés sur l'exemple français. Au sein de ce système, le législateur a dû donner un certain sens aux innombrables systèmes juridiques d'origine africaine. Cette loi populaire repose sur des règles de droit non écrites, que les nombreuses populations togolaises se sont transmises de génération en génération. Cette loi populaire est souvent considérée comme un frein au développement du pays, mais le législateur est conscient qu'une grande partie du peuple togolais détermine ses relations juridiques sur la base de ses propres normes et règles juridiques et avec la participation de ses propres juges. C'est pourquoi le législateur a créé dans les années 1960 des tribunaux qui devaient administrer la justice selon le droit populaire. Ces tribunaux populaires ressemblent peu à la justice indigène africaine. Ils sont mis en place sur le modèle occidental. Outre les tribunaux populaires, le Togo dispose d'un certain nombre de juges de droit indigène. Ce sont les chefs coutumiers, les chefs du peuple.
