FOP in Uzbekistan?[edit]

One file on an Uzbek FOP case page, Commons:Deletion requests/File:Aq-Saray Palace Shahrisabz.jpg, resulted in being kept, using Commons talk:Freedom of panorama/Archive 16#Freedom of Panorama in UZ as the basis (claiming that there is now FOP in Uzbekistan). If this is true, then the relevant section of this page should be updated, and 90% (if not all) of files at Category:Uzbekistani FOP cases/deleted can be restored. If this is only a presidential directive or decree or order, but not a copyright law change, then the aforementioned kept file should be deleted.

Paging the people involved in both forums: @Armenius vambery, Jeff G., Clindberg, Ciell, Ymblanter, and Bobyrr: (is the last-mentioned the anon IP, given his pattern of Uzbek FOP DR's that I browsed a while ago). I will also post notices at COM:VPC and Commons talk:Freedom of panorama.

 Info to all, there are two active DR case pages pending at Category:Uzbekistani FOP cases/pending. JWilz12345 (Talk|Contrib's.) 04:48, 2 November 2020 (UTC)[reply]

A complete extract of that section of the discussion forum, for ease of reference.

My understanding that Uzbekistan amended the laws and allowed FOP. Please see

point 9 paragraph 2.

If correct, should we change the UZ tags?--Armenius vambery (talk) 11:13, 14 February 2018 (UTC)[reply]

@Armenius vambery: Google Translate (from Russian) says that is for tourists. Does it apply to people who are not tourists, too?   — Jeff G. ツ please ping or talk to me 11:53, 14 February 2018 (UTC)[reply]

My understanding that yes. There is no definition of "tourist" in the doc. So they use the word tourist in a sense "someone who shows an interest in the historical places". --Armenius vambery (talk) 12:21, 14 February 2018 (UTC)[reply]

Jeff G. Do you think the relevant tag should be updated? Thanks. --Armenius vambery (talk) 07:13, 15 February 2018 (UTC)[reply]

I certainly do. The country is blessed with historical monuments. I personally would like to upload images from personal archive. --Armenius vambery (talk) 08:34, 15 February 2018 (UTC)[reply]

@Armenius vambery: Yes, I  Support such a change.   — Jeff G. ツ please ping or talk to me 08:41, 15 February 2018 (UTC)[reply]

I do not know what should happens next. If no objections, apparently, someone with sufficient knowledge and skills, should create the tag "FoP UZ".--Armenius vambery (talk) 10:09, 15 February 2018 (UTC)[reply]

Is this an actual change to copyright law? Seems like it is a directive to make changes, but the actual law change may not have happened yet. I may be completely misunderstanding it though. Is there a link to the change to the copyright law itself? Carl Lindberg (talk) 14:19, 15 February 2018 (UTC)[reply]

Thanks for your contribution! It is definitely not a decree to make the change, it is a direct order of the President. Why do you think the copyright law should be changed? I did not find anything in conflict. Used this text UZ Copyright Law --Armenius vambery (talk) 17:52, 15 February 2018 (UTC)[reply]

Not sure how the legal system works there, if laws have to be approved, or if a law needs to be explicitly changed, etc. As it stands, the copyright law would be in direct conflict with the language in the decree, which (in translation anyways) more sounds like a direction that he wants the laws to go, and not an actual change to the law. Can a president simply decree laws there? Carl Lindberg (talk) 03:58, 21 February 2018 (UTC)[reply]

Can someone create the tag for FOP Uzbekistan? Many thanks!--Armenius vambery (talk) 07:43, 19 February 2018 (UTC)[reply]

Discussion[edit]

  • Copying reply from other place this was mentioned. There was indeed a law change after that discussion, but the updated version seems not to have changed the FoP provision. It's article 28 now, but it still has the caveat that it does not apply if the work is the main subject, or being used for commercial purposes. Perhaps the change above was a suggestion which was not implemented (unfortunately). Carl Lindberg (talk) 08:31, 2 November 2020 (UTC)[reply]
