I would like to develop a filter detecting license template removal

If possible I would like to detect edits where before the edit file was transcluding {{License template tag}} and after the edit it was not. Example edits I would like to flag in the future:

Oh, that is too bad, I do not know much about AF, but I was assuming they have it since many rules seem to use rules like that. I looked at mw:Extension:AbuseFilter/Rules_format#All_variables and we could use new_html and old_html if we place some invisible html tag in {{License template tag}}. but it seems like old_html is disabled?
