アップロードウィザードについて

画像を投稿しようと思い、アップロードウィザードを開こうとしたのですが、ずっと読み込みの状態が続いていてアップロードできません。どうすれば改善できるか、ご教授お願いいたします。--ドングリ (talk) 01:54, 1 November 2014 (UTC)

阪神・淡路大震災

Category:The Great Hanshin/Awaji Earthquake "record of 1.17"を作成して気がついたのですが、Category:1995 Great Hanshin earthquakeが、日本政府が定めている公式英称と食い違っているように思います（「淡路」が入っていないので気がつきました）。さらに確認したら、ウィキペディア英語版でも食い違っているようです。少なくともコモンズに関しては、改めるべきだと思いますがどうでしょうか（個人的に作成したサブカテゴリーも必要であれば直します）。--Taisyo (talk) 02:19, 13 December 2014 (UTC)

Taisyoさん：Commons:Categories for discussionで議論するといいのではないでしょうか。設定で使用言語が日本語になっている場合、カテゴリページに行ってサイドバーをみると「カテゴリを議論する」というツールがあるかと思います。これがカテゴリについての議論をたてるのを支援するツールです。議論にあたっては公式名称の出典がわかると助けになるかと思います。 --whym (talk) 08:51, 17 December 2014 (UTC)

削除依頼の是非

File:Freely Tomorrow.oggというファイルがあります。過去に使用ソフトウェアの使用許諾を巡って削除依頼がありましたが、維持されたようです。それはそれとして、このファイルはCC-BYとしてライセンスされてますが、元のYouTubeの動画を確認した処、「ライセンス 標準の YouTube ライセンス」とされており、クリエイティブ・コモンズのライセンスとはなっておりませんでした。ファイルにはアップロード当時のものと思われるキャプチャ画像が添附されていますが、こういう場合どうしたものかと判断しかねております（なお動画の投稿者はCDの作者であるようです[1]）。英語が苦手なので、此方で師事を仰ぎたい次第です。--kahusi (會話) 16:37, 17 January 2015 (UTC)

自身の著作物を一旦CCで公開したら撤回できないのがCCのルールですが、YouTubeはあとからライセンス設定を変えることができてしまうので、もし過去にCCだったのならば、投稿時にライセンス調査にかけて、間違いなくその時点ではCCだったという記録を残すべきファイルだったようです。時遅しですが。インターネット・アーカイブに原典YouTube URLについて2014年5月の記録しかなく、この時点では標準ライセンスになっています。画像査読者の手によるお墨付きよりも信頼性は劣るでしょうが、キャプチャ画像や 2ちゃんねるスマホ板での議論、この曲を自身の公開再生リストに登録したあるユーザーが残した「Cc-by licensed? Heck yeah.」というコメントなどの「証拠」を信じるならば、以前はCCだったものが2014年中にライセンスの設定を変えたのだと推察されることになります。すると、これはクリエイティブ・コモンズのFAQにもある「クリエイティブ・コモンズ・ライセンスをつけて作品を公表することを止めることはいつでもできますが、既に出回ってしまった作品のコピーは、それが単なるコピーでも編集著作物や二次的著作物に含まれるものであっても、それを回収するということはできません。」[2]というケースに該当することになると思います。--朝彦 | asahiko (talk) 17:54, 17 January 2015 (UTC)

自動車のカテゴリー名について

具体的には、Category:Mazda Familia (FA1)とCategory:Mazda Familia (FA2)についてです。Commons:WikiProject Automobiles#Categoriesに基づく改名とされていますが、重大な問題があります。ja:マツダ・ファミリアを見て頂ければわかると思うのですが、カテゴリーの形式名と日本語版内での形式名が一致していないのです。プロジェクトで「形式名で」のルールが有るのかも知れないですが、そもそもの形式名が間違えていては「解りやすい名称」どころか、「出鱈目な名称」になってしまうことになります。余り時間が取れないので、図書館とかに行き、形式名の再検証が出来ればいいとは思いつつも出来ていないです。本来は、Commons:Categories for discussionに送る案件なのですが、英語力の関係でとても議論になりません。「FA1」や「FA2」が何処から来ている名称なのか（出来れば日本での形式に準ずる形にしたい）。それらの根拠になる資料があるのであれば確認したいですし、根拠がない名称であれば、Category:Mazda Capella (1970)のような年号式に直す。プロジェクトが対応してないのであれば、対応できるルールの追加などお願いできないでしょうか。（日本語圏の人にとって）解りにくい上に根拠無い名称のカテゴリー名を受け入れるのは勘弁して欲しい事情があります。もっとも、日本語圏で一部の車を除いて、形式名で車種名を呼ぶ風習がないのも取っつきにくい理由になっています。--Taisyo (talk) 12:03, 28 February 2015 (UTC)

Stewards confirmation rules

Hello, I made a proposal on Meta to change the rules for the steward confirmations. Currently consensus to remove is required for a steward to lose his status, however I think it's fairer to the community if every steward needed the consensus to keep. I am pleased to announce that nominations are now being accepted for the 2015 Wikimedia Foundation Elections. This year the Board and the FDC Staff are looking for a diverse set of candidates from regions and projects that are traditionally under-represented on the board and in the movement as well as candidates with experience in technology, product or finance. To this end they have published letters describing what they think is needed and, recognizing that those who know the community the best are the community themselves, the election committee is accepting nominations for community members you think should run and will reach out to those nominated to provide them with information about the job and the election process.

Board of Trustees
The Board of Trustees is the decision-making body that is ultimately responsible for the long term sustainability of the Foundation, so we value wide input into its selection. There are three positions being filled. More information about this role can be found at the board elections page.

Funds Dissemination Committee (FDC)
The Funds Dissemination Committee (FDC) makes recommendations about how to allocate Wikimedia movement funds to eligible entities. There are five positions being filled. More information about this role can be found at the FDC elections page.

Funds Dissemination Committee (FDC) Ombud
The FDC Ombud receives complaints and feedback about the FDC process, investigates complaints at the request of the Board of Trustees, and summarizes the investigations and feedback for the Board of Trustees on an annual basis. One position is being filled. More information about this role can be found at the FDC Ombudsperson elections page.

The candidacy submission phase lasts from 00:00 UTC April 20 to 23:59 UTC May 5 for the Board and from 00:00 UTCApril 20 to 23:59 UTC April 30 for the FDC and FDC Ombudsperson. Pywikibot compat will no longer be supported - Please migrate to pywikibot core

Sorry for English, I hope someone translates this.
Pywikibot (then "Pywikipediabot") was started back in 2002. In 2007 a new branch (formerly known as "rewrite", now called "core") was started from scratch using the MediaWiki API. The developers of Pywikibot have decided to stop supporting the compat version of Pywikibot due to bad performance and architectural errors that make it hard to update, compared to core. If you are using pywikibot compat it is likely your code will break due to upcoming MediaWiki API changes (e.g. T101524). It is highly recommended you migrate to the core framework. There is a migration guide, and please contact us if you have any problem.

There is an upcoming MediaWiki API breaking change that compat will not be updated for. If your bot's name is in this list, your bot will most likely break.

Please someone explain meaning of non-commercial restriction in wiki commons.

ウィキペディアにおけるnon-commercial restrictionの意味を日本語の管理者の方にご説明頂きたいのですが。 私がアップロードしたファイルについて COM:FOP#Japan does not allow commercial reproduction of outdoor works of art.Commons:Deletion requests/File:Yoshida Tome 2.2.jpgという理由で削除されています。同ファイルはyoshida tomeという明治時代に活躍した看護師の先覚者の銅像を撮影したものです。同像は一般市民が自由に立ち入れる野外の場所に恒久的に建てられているものであり(日本国著作権法43条)、建立者は九州大学医学部附属病院看護婦若葉会という同窓会で、彼女の業績を讃えるために非商業目的(※商業目的とは複製物の販売を目的として複製し、又はその複製物を販売すること...第4項)で設置されています。commercial restrictionの意味について日本語でご説明頂けないでしょうか。--Hot cake syrup (talk) 02:34, 13 June 2015 (UTC)

日本の著作権法46条、および、アメリカ合衆国の著作権法107条により、ウィキメディア・コモンズでは著作権が消滅していない屋外美術品の写真は削除対象になるはずですが、それに該当したということはないでしょうか？　その画像は削除されてしまったので内容が確認できませんが、もしこの銅像のことだとすると1968年に建立されたとなっています。--111.188.28.24 09:16, 13 June 2015 (UTC)

アップロードしてよいことにはなりません。赤リンクなので判然としませんが、ウィキペディア日本語版のフェアユースのページに記載されている件でしょうか？　ご指摘の記述は、そのリンク先においても明確に「日本語版ウィキペディアは、日本の著作権法の下でも著作権侵害とならないことを条件として、フェアユース（米国の著作権法107条）による、他人の著作物を含むファイルの無断アップロードを認めています」と記述されているとおり、ウィキペディア日本語版へのアップロードついて述べたものです。上記の条件を満たしたところで、しょせんウィキメディア・コモンズが求めている条件は満たしていないのですから、ウィキメディア・コモンズにアップロードすることはできません。--126.165.7.113 04:20, 14 June 2015 (UTC)

日本の省庁が公開しているコンテンツのコモンズでの利用について

2015年現在、日本のいくつかの省庁のウェブサイトにおいて「政府標準利用規約（第1.0版）」に基づくコンテンツの利用を認めています。参考までに国交省、経産省、文科省、首相官邸。一応、今年度中には内容の見直しが行われる予定ですけど。

内容的には、法令などに基づく制限はありますが「別の利用ルールが適用されるコンテンツを除き、複製、公衆送信、翻訳・変形等の翻案等、自由に利用できます。商用利用も可能です」となっています。一応、制限がある以上はPDやCC-BY-SAと同じ扱いという訳にはいかないように思われますけど。で、本題。

  • 「政府標準利用規約」について、以前から利用されている{{AerialPhotograph-mlitJP}}のようなテンプレートを作成するような話はあるのでしょうか？
  • テンプレート作成などの予定が無い場合、コモンズに持ってくる際に注意すべき点はありますでしょうか。あとから削除依頼が出されるとかイヤですし。

個人的には気象庁の衛星画像などがこちらに持ってこれないかと考えているのですが。あと、気象庁が公開している洞爺丸台風の天気図画像みたいなものは50年以上経っているのでもしかしたら{{PD-Japan-organization}}あたりが使えるのかも知れないけど、テンプレはこれでいいのか一寸不安だったりもするので。もちろん、気象庁も「政府標準利用規約（第1.0版）」に基づくコンテンツ利用が可能になっています。

なお、宮内庁は同じく政府標準規約の対象にはなっているものの別の利用ルールの制限が色々あり、また海保は外部からの写真提供が多いらしく単純に持ってくるのはダメなようです。--KAMUI (talk) 02:49, 20 April 2015 (UTC)

そりゃどんな画像だって「法令、条例又は公序良俗に反する」目的で使ったり「国家・国民の安全に脅威を与える」目的で使うのが禁止されているのは当然ではないですかね？　ＣＣ－ＢＹだろうがＣＣ－ＳＡ－ＢＹだろうがＰＤだろうが、法令に反する画像の利用はだめでしょ。コモンズのＣＣ－ＢＹの人物の写真であっても、肖像権を侵害したり名誉を毀損するような画像の利用もだめでしょうし。・・・てっそういうい話ではないのか。Ks aka 98さんの言ってる趣旨は、ＣＣ－ＢＹの画像の場合、国家・国民の安全に脅威を与える使用方法はもちろんだめだが、それは既存の現行法令によってのみ規制される（つまり「ライセンスの外の世界」のことわりにより規制される）。一方、日本政府が今回あたらしくつくった（つくっているさいちゅう？）のライセンスの画像の場合、国家・国民の安全に脅威を与える使用方法はもちろんだめだが、それは既存の現行法令による規制だけではなくライセンスの条件としても盛り込まれている（つまり「ライセンスの中の世界」のことわりにも使用目的に関する規制が盛り込まれている）。だからオープンデータじゃないのだ、という理解でよいですか？　（ただコモンズのＣＣ－ＢＹの画像だって、結局国家・国民の安全に脅威を与えるような使い方が許されないのは同じことなんだから、大差ない気もしなくもないんですけど。）使用目的に対する制限があるのはオープンデータじゃないからコモンズで引き受けられないというなら、Exemption Doctrine Policyを作成してjawpで引き受けるべき？

おおむねKAMUIさんの理解の通り、「法令、条例又は公序良俗に反する利用」および「国家・国民の安全に脅威を与える利用」を著作権としてのライセンス条件に含めてしまうことによって、CC-BYとは互換性のないライセンスになってしまっていますので、このままではコモンズに取り込むことはできないと思います。やるならjaWPでEDPを作成して運用するか、ですね。--VZP10224 (talk) 13:18, 18 July 2015 (UTC)

提供元が「フリー画像」としている文化財写真の利用について

世界遺産暫定リスト記載「明治日本の産業革命遺産」の1つ、三重津海軍所(Mietsu Naval Dock)なんですが、発掘を行った佐賀市のホームページ 三重津海軍所跡関連のフリー画像一覧 にて、「こちらに掲載してある写真はご自由にご利用いただけます。申請の必要はありません。」として、クレジット表記を求める添え書きのもと、15枚の写真が公開されています。

先般、この写真を2つの利用者の方が別々にアップロードされました。片方は削除依頼中、もう片方はライセンスタグ無しのため{{No license since}}貼付で削除予告が行われています。

これらの画像はライセンス的にコモンズに受け入れ可能なのでしょうか？佐賀市は「フリー」とは称していますが不明確で、判断がつきません。メール等で確認・許可をとることが必要なのでしょうか。--Pekachu (talk) 11:42, 18 June 2015 (UTC)

HTTPS


Hi everyone.

Over the last few years, the Wikimedia Foundation has been working towards enabling HTTPS by default for all users, including unregistered ones, for better privacy and security for both readers and editors. This has taken a long time, as there were different aspects to take into account. Our servers haven't been ready to handle it. The Wikimedia Foundation has had to balance sometimes conflicting goals.

Forced HTTPS has just been implemented on all Wikimedia projects. Some of you might already be aware of this, as a few Wikipedia language versions were converted to HTTPS last week and the then affected communities were notified.

Most of Wikimedia editors shouldn't be affected at all. If you edit as registered user, you've probably already had to log in through HTTPS. We'll keep an eye on this to make sure everything is working as it should. Do get in touch with us if you have any problems after this change or contact me if you have any other questions.

Proposal to create PNG thumbnails of static GIF images

The thumbnail of this gif is of really bad quality.
How a PNG thumb of this GIF would look like

There is a proposal at the Commons Village Pump requesting feedback about the thumbnails of static GIF images: It states that static GIF files should have their thumbnails created in PNG. The advantages of PNG over GIF would be visible especially with GIF images using an alpha channel. (compare the thumbnails on the side)

ファイルの上書きについて

Sorry in Japanese.（日本語で申し訳ありません。）私は、file:Python reticulatus Area.PNGで画像を上書きしましたが、上書きが終了した後に「file:Python reticulatus Area.PNGに戻る」というリンクがありました。そこをクリックしたら、上書き記録はされているのに、ファイルのほうは上書きが完了していない様に表示されていました。また、差し戻しの際も同じようなことが起こりました。私の使用しているブラウザはIEです。システムの改善に生かしていただけるとありがたいです。また、上書きの際にプレビュー機能をつけていただけるとありがたいです。--Wealthy bird (talk) 09:36, 8 September 2015 (UTC)

国土地理院のテンプレの更新について

現在使われているこのテンプレについてです。

リンクをクリックすると赤太文字で「国土画像情報（カラー空中写真）は平成26年3月で閲覧を終了しました。」と出てきます。そして、誘導されるがままに国土情報ウェブマッピングシステムのページに移動しても航空写真は得られません。現在は自分を含めて国土地理院の地図・空中写真閲覧サービスを多くの方が利用していると思われますが、そろそろ地図・空中写真閲覧サービスの方に飛ぶようにテンプレを更新すべきではないのでしょうか。

ご自身で書かれているように2014年（平成26年）3月で国土画像情報はサービスを終了しており、4月以降は国土地理院地図・空中写真閲覧サービスに統合されています。よって2014年4月以降に画像を持ってきているならば

を使用する必要があるかと。なお、それ以前に持ち込まれた画像についてテンプレートを差し替えるだけでは多分意味が無いので（画像の転載元としてあげられているリンクが存在しない。例として私が2013年に持ち込んだ画像でも挙げときましょうか）、さあどうしましょう？ってのはあるんですけど。当時は上のライセンスで許諾されてる訳で。--KAMUI (talk) 09:18, 13 September 2015 (UTC)

あおもり映像素材ライブラリー（ランクA）のコモンズへの受け入れ可否

あおもり映像素材ライブラリーのうち、ランクAのもの（ファイル名の末尾にAと付いているもの）は、利用規約に従うと「利用目的にかかわらず自由利用が可能な映像」となっています。コモンズに受け入れられる可能性もあるかなと思ったのですが、

  • 「3．利用者が守るべきこと」の「（3）名誉・声望を害する利用の禁止：映像素材の著作者（青森県、その他の著作者）及び当該素材の被写体となった団体、地域等の名誉や声望を害するような利用を禁止します。」が自由利用ではない条件になっていないか？

自分の意見としては、著作者の名誉や声望の侵害は既に日本国で著作者人格権の侵害となってどっちみち利用できないのでクリアできると思いますが、被写体に関しては著作権法では制限がないと認識しています。名誉毀損の方は別の法律で制限されるべきものなのでそちらも良いとは思いますが、「被写体の声望」についてはウィキメディア（コモンズ）的な自由利用の条件に適合するという論理を組み立てられませんでした。貴重な映像がたくさんあるので使えるなら使いたかったのですが、諦めるしかないでしょうか？--aokomoriuta (talk) 00:18, 3 September 2015 (UTC)
コモンズのファイルは、自由なライセンスで提供されており、（人物が写っている場合）個人の人物写真による制約の範囲内であるならば、それ以外の制限（著作権以外の制限）によって削除されることは原則としてありません。簡単に言うと、コモンズにファイルをアップロードする際、人格権や著作者人格権など「著作権以外の制限」については特に問題とならない、しかしそういった制限が付いたコモンズのファイルを実際に利用（ウィキペディアで使うなど）する場合は、利用者がその責任を負う、ということだと思います。いずれにしても、自由なライセンスでさえあればアップロード自体は問題ないのではないでしょうか。あとは「利用目的にかかわらず自由利用が可能」というのをどんなライセンスに解釈するかですが（「（2）著作者名の表示」「（6）利用規約の継承」に従うなら CC-BY-SA が近いか？）。Yasu (talk) 14:58, 19 September 2015 (UTC)
コメントありがとうございます。気にしているのはまさにその「自由なライセンス」かどうかであって、この場合、気にしているのは"for any purpose"と言って良いのかという点です。声望とは「名声と人望」のことであり、つまりは世間の評判のことです。ということは、被写体に対しての批判的な文脈で利用する（例えば写っている料理を「まずい」と評する）場合に「声望を害する」と言われる可能性があります。そういう利用ができないものも、コモンズではCOM:Lに適合すると考えて良いのでしょうか。--aokomoriuta (talk) 11:59, 13 October 2015 (UTC)
著作者人格権については著作権以外の制限のページに記載がありますので、被写体の人格権についてもこの「著作権以外の制限」に含まれる（自由なライセンスかどうかとは関係ない）と考えるのが自然でしょうね。で、繰り返しになりますが、自由なライセンスでさえあれば著作権以外の制限が付いていてもコモンズでは受け入れ可能であるので、アップロードする分には問題ないであろうと個人的には判断します。それよりも、上で書いた通りどんなライセンスでアップロードするかのほうが重要なのでは。先に CC-BY-SA が一番近いのではと書きましたが、ではどのバージョンで…という話にもなってきますし、{{AerialPhotograph-mlitJP}} のような専用のライセンスタグを作ってしまうという手もありますが、まあ青森県に OTRS で許可を取るのが一番確実ではあるでしょうね。Yasu (talk) 15:01, 17 October 2015 (UTC)
「当該素材の被写体となった団体、地域等の名誉や声望」が（個人や法人の）人格権のことと等価であれば、ライセンス（著作権）の制限には関係ないだろう、という点には同意します。しかしただの「地域」は法人ではないですし、そもそも（法人でない）「団体」に人格権が認められるのかは議論の余地があるものと認識しています。加えて、このような既存の法律等での制限以外についての禁止事項が明記されているということは、ライセンス（著作権の行使）内での明確な利用目的制限（つまりCC-NCや#日本の省庁が公開しているコンテンツのコモンズでの利用についてなどと同じ）にあたらないでしょうか？もちろん、青森県（の担当部署）に直接請願して条項を変えてもらうか別の（CC-BYのような安全な）ライセンスで提供してもらえればそれに越したことはないのですが。なお、現在の条項が他の既存のどのライセンスと互換なのか話しだすと話が終わらなさそうなので、特別な専用ライセンスとみなして別テンプレートにすべきでしょうね。--aokomoriuta (talk) 02:18, 18 October 2015 (UTC)
かかる禁止事項はライセンスと別個の問題ではなく、むしろライセンスに含まれていると解釈すべきではないか？ということですね。類似案件として {{AerialPhotograph-gsi.go.jp}} の例を挙げておきます。これは「国土地理院地図・空中写真閲覧サービス」を配布元として明記すれば自由に利用できるというライセンスですが、実際に「国土地理院地図・空中写真閲覧サービス」を利用するにあたっては「国土地理院コンテンツ利用規約」に従う必要があり、そしてその規約の中には「法令、条例又は公序良俗に反する利用」「国家・国民の安全に脅威を与える利用」を禁止する旨が明記されています。AerialPhotograph-gsi.go.jp は OTRS 経由で許可を得ているものですが、この禁止事項が反映されているのかどうかはわかりません。いずれにせよ一応先例は存在するということでご参考まで。Yasu (talk) 15:10, 18 October 2015 (UTC)
