Please sign your name on Talk pages by typing ~~~~. To link to an image page without embedding the image, type: [[:File:Foo.jpg]], which produces: File:Foo.jpg. You may enable gadgets (custom features) for your account. There are several tools to upload files. Have you edited Wikipedia before? This guide might be useful. Made a mistake? Do you want to have a file renamed or moved? Use the move link and wait for an authorized user to rename it. Do you want to have your recently uploaded picture removed? Tag it as {{speedy|reason here}}. For more information read the deletion guidelines.

Dear @Yann, the author of the logo has provided me with the original file, and then send the permission via email to permissions-commons@wikimedia.org. I always upload files and then ask the authors who provided me the content to send permissions. I never upload files without author's consent, but they may take some time before sending the appropriate permissions letter. --Oleh325 (talk) 17:37, 15 November 2023 (UTC)

I don't have it yet, the author will notify me when she gets a reply from the VRT team. I know I have a history of copyright violations, and all of those except one or two are because the authors sent the permissions too late. I ask everyone to act ASAP, but it's out of my control usually (I work with them online). And the problem is — I can't upload the contents AFTER the VRT received the permissions, because the URL of the content should be included in the email, so the corresponding ticket number will be added to the content's page. I'm very sorry that the photographers and artists I work with sometimes can't send the permissions on time, but it's only thing I could do — to be sorry. You can check that almost every file I uploaded and got deleted, I then reuploaded and it got accepted after the email was received. I undeleted the logo, and unblock you. To avoid such issue in the future, you should at least get the ticket number before uploading a file. A file doesn't need to be on Commons when you ask the copyright holder to send a permission. You just provide the name of the (future) file, and then you upload it when the copyright holder sends the permission. Yann (talk) 20:06, 15 November 2023 (UTC)

Oh I see, the File:Ambasador Dytynstva.png is with 2023111510007688 ticket number and should be undeleted. File:Inuit_Tapiriit_Kanatami_logo.png is the one I marked for speedy deletion myself, because I added it by mistake.
