也就是說分類「William Lai in May 2020」屬於「William Lai in 2020」,
「William Lai in 2020」又屬於「William Lai」,
所以只需添加分類「William Lai in May 2020」即可。

@0x0a: Hello! Sorry for the delay. I just checked the website again - however, it's now under repair and I have no access to it. I'll check again as the website returned working. But, it is under ly.gov.tw so right now (without double checking) I have 99.99 percent sure that it is copyright free. Below is the statement from Legislative Yuan website… should be very similar to that and it provided where it states it's free under the law of ROC-TW.

Hi, you don't seem to get my point. The portrait may be made by the National Assembly, as you described, but since it has been dissolved, we never know to whom the copyright of the portrait was transferred, Legislative Yuan? the office of the President? or the Lee Teng-hui foundation, not the specific agreement. Thus, I suggest you contact the Legislative Yuan to inquire about the copyright status of the portrait,and if they do own the copyright, please be so kind as to ask them to send a permission via COM:VRT. Thanks for your response. Accroding the response, it appears that the material may only be reused within the scope of "Fair use". While this is allowed on Wikipedia, Commons makes it clear that fair use media is not acceptable. Meanwhile, I received a reply from the Office of the President that all of Lee's photos have been handed over to the Academia Historica. The office advised me to contact the Academia Historica to request for permission. What confuses me is that I can't leave a message on the Academia Historica's website. It's probably because my IP address is not in Taiwan. If you live in Taiwan, you can try to contact the Academia Historica for copyright information. The photo information is as follow: "Accession registration number(入藏登錄號): 007000000199F" & "Digital collection number(數位典藏號): 007-030208-00050-001". Hello,I have some copyright concerns regarding the photo of Ming-Hsin Lin, the Minister without Portfolio, that you downloaded from the Executive Yuan website and uploaded, see File:林明昕政務委員.jpg.

According to the Open Government Data Declaration of the Executive Yuan, section 2.3 states: "Some audio-visual materials, images, scores, specially commissioned articles, or other works, if specifically stated by the agency to require consent for use, are not covered by this declaration. Subsequent use should obtain consent from the agency." Furthermore, the webpage containing the photo of Minister Lin specifically notes: "The copyrights of the above content belong to the Executive Yuan or the original copyright holders. Except for cases of fair use, permission or authorization from the copyright holder is required for use."

This means that these photos are not covered by the open data declaration and may require additional permission or authorization from the copyright holder (the Executive Yuan or the original copyright holder) for legal use. Hi there! Thanks for reaching out. I think from what I know, the copyright is held by any Yuans or central/local government as long as it is posted on their website. Also, for that section 2.3 statement, I’m assuming it’s talking about other subsequent website(s) of the Executive Yuan where they do not even have this whole statement on the website. Otherwise, it can be like situations like Hualien County government; which they clearly stated that none of the photo in the website can be used - and I believe 2.3 is referring to that situation where there’s a statement clearly tells you what cannot be used, because it does say "part of them" and it’s hard to define which so it makes sense to just not use the ones that clearly states the photo is copyrighted. In practice, the effectiveness of each agency's GWOIA extends only to the agency's own site, not to the sites of the agencies to which it belongs, otherwise the agency would have explicitly written it out (e.g., Yunlin County Government Education Department). The declaration on the website of the Executive Yuan does not extend to its subordinate agencies, and certainly does not include (and in fact Hualien CG is not subordinate to the EY, since it is under a different legal personality) the Hualien County Government. 2. You can observe the difference between Minister Lin's introductory webpage and the Executive Yuan's any single news page, such as [1]. In fact, the difference lies in the fact that the above mentioned notices are listed on Minister Lin's introduction page. 3. Government agencies do not necessarily own the copyrights to the photos on the website; they may only have the right to utilize them. The scope of the authorization given by the copyright owner may only include the use on the agency's own website and not the authorization given under GWOIA, which is the legislative intent of section 2.3. Sorry! I totally forget about this. Thanks for the following-up reminder! :) All GWOIA shown in Wikipedia uses the statement from Section 1 and I believe the statement stated that all information from the government websites are free. Section 2.3 might just be for ONLY some of the contents that are specially stated something like "Do not use all pictures posted in this website" (e.g. Hualien County Government; above mentioned example).
And you are more than welcome to reach out to Executive Yuan or Legislative Yuan as well, they might have a better answer than mine. If you are really interested in the legal things :)
