- There probably isn't one. I suspect the Flickr user has picked the incorrect option - he has picked "Public Domain Work" - this is where a user believes that the work is already in the Public Domain (e.g. very old, US Gov, etc.). The Flickr option to donate the copyright is called "Public Domain Dedication (CC0)", and only this one is equivalent to CC-zero. The easy answer is to message the user and ask them to change it - I see a link (small envelope symbol) on https://www.flickr.com/people/voxespana/ (need to be logged into Flickr). I think that the template is wrong because in the Industrial Property Law of December 10, 1956, Chapter IV, Article 33, numeral 2 talk about you cannot register or patent the Flag, Coat of Arms or other insignia of the Republic, of the States or of the Municipalities and, in general, of any Venezuelan entity of public character, I mean, the law that would apply in this case would be the law on copyright in chapter I, article 4 that says "The laws, decrees, official regulations, public treaties, judicial decisions and other official acts." and when refers to official acts it refers to anything related to the state, that is, an image, a press release or other related. It is a photo made by a professional photographer, and it was a transfer object during a labor relationship or professional contract and the employer or contractor liberated it. I think it means that if a photographer was under contract by a government entity and the photograph was made for use by the government, it’s free. It could probably be rewritten for clarity, but I don’t know Spanish well enough to do it.

- Hi. Following your message the Venezuelan law doesn't mention pictures as works unprotected by copyright. Besides there's no mention on the Venezuelan National Assembly website that its content is available under a Creative Commons license. En primer lugar, quería justificar el cambio que hice, ya que creo que queda más ordenado y, sobre todo, más unificado y más entendible. Con algunos partidos, se ve un escaño por la parte superior y otro por la inferior, disgregando datos y eso es por los programas web que no tienen eso en cuenta y que nosotros sí podemos corregir. Por ello, te solicito mantener la disposición que subí del archivo. Por otro lado, justificar el uso del color de Navarra Suma. Ciertamente, su color es el rojo brillante pero, debido a la confusión con partidos como el PSOE, En Comú Podem, Ciudadanos o Compromís, se usó con anterioridad el color del partido mayoritario de la coalición, que es UPN. Si te fijas, en el anterior artículo de las elecciones de abril ya usamos ese criterio y no hemos hecho cambios sobre ello, así que sería mejor si lo consensuamos.
