Removal of rights
You asked on Commons:Deletion requests/File:Dubai International Airport (Concourse B) WV banner.jpg but to prevent that thread getting overly long, I'll reply here.
So, first of all, you have about 400k+ edits under your sleeve. You should know the speedy deletion criteria when coming to FoP issues. It says that it does NOT apply to FoP issues.
But you threatened with "you may be blocked soon" to some users here. Copyright is complicated, and a lot of the time, it's hard to understand. You didn't assume good faith, and I feel your sole intention is to get users blocked.
Also quickly deleting Wikivoyage images has become a problem for us. Unlike Wikipedia, Wikivoyage only has 50 admins, with only a quarter of them being active. And with that, another 10 non-admin active users. And only about 5 of us deal with file issues. Often uploading files locally to Wikivoyage is slow, a tedious process and is much harder than it is on commons. Additionally speedy deleting Wikivoyage banners thrice (2 on en, 1 on ja) is a serious act of vandalism on a sister site. It's the first thing a reader will see, and you don't want that to look odd looking at all. You also threatened OhanaUnited a while back of "Dubious own work claim" a while back, failing to AGF and there's been plenty of other instances of that too.
Autopatroller status is for trusted users. But it has been clear that your actions have become a problem for us, and that is why I suggested to strip those rights off you.
While I appreciate that you're trying to just help, it has been clear that you've took it too far and that's the main reason why the Wikivoyage community is quite furious.

- Deleting files on Commons, or nominating files for deletion, affects other projects where the files are in use. It might not be vandalism, but it is disruptive (and reporting it there is no use, as you very well know). Nominating files on grounds not in policy is disruptive both here and where they are used. The responsibility for deletions is by the admins, but you know some are not very careful ones a file is nominated for speedy, so you should bear your share too. –LPfi (talk) 17:44, 20 July 2021 (UTC)

Images nominated for deletion
Greetings, A1Cafel. In regards to the images below that are nominated for deletion, unfortunately, they should be deleted. These information boards even though placed in public places contain copyrighted material. This is something I was not aware of, the same as I was not aware of that there is no freedom of panorama in Greece. My apologies for the inconvenience.

Editing restrictions
Since you did not address the recent accusations against you at COM:ANU in a satisfactory manner, I am imposing the following restrictions against you per consensus of the Wikimedia Commons user community:
- You may neither nominate pages for a deletion discussion nor tag any page for speedy or delayed deletion such as copyvio, missing source, author information etc., and you shall not participate in deletion discussions either.
- Your user rights of file mover, autopatroller and rollbacker have been revoked.
- You must no longer threaten any users with getting blocked. You may, however, continue to use the regular templated warning messages that mention a possible block.
These restrictions are effective immediately. Any violations of the restrictions by you will result in a block to enforce the restrictions. You may appeal this topic ban in six months from now by starting a discussion at COM:ANU where community consensus is required to lift your restrictions. De728631 (talk) 13:47, 10 August 2021 (UTC)
- @De728631: I would say " you shall not participate in deletion discussions either" is too harsh. Participating DRs opened by others is the only way that I could demonstrate the deletion policy under the ban. If this is also revoked, IMO it is over. - I suggest that you take things slowly. You are not banned from uploading images, so my suggestion would be to be more vigilant in the images you import from Flickr and don't import copyvios or lots of repetitive or useless images. After you have demonstrated that you can upload files in compliance with policy, you can appeal for the DR participation limitation to be lifted. After a few months of successful participation in DRs, you can appeal for the DR nomination limitation to be lifted. After a few months of successful DR nominations, you can appeal for the full topic ban to be lifted.
- You can of course appeal for the full topic ban to be lifted all at once, when the time comes. But 1) there's no guarantee the community is willing to allow that; and 2) if you start making lots of mistakes again, then the topic ban would likely be swiftly reimposed, this time for good. -- King of ♥ ♦ ♣ ♠ 00:31, 11 August 2021 (UTC)

- Now it's (as always) arguable as to whether these are a breach of your topic ban or not. No-one wants an obvious SPA troll like Mangearbs here, but you have a topic ban specifically to stop you doing this, and you should not be the editor doing this, even if it needs doing. Your DR edits are largely pointless categorisations, some to DRs nearly a decade old. One is you engaging in a live DR, to inform another editor that you will no longer engage with that discussion. Yet clearly, these are you setting out to test the boundaries of this topic ban. That is hardly the action of someone who accepts the point of why you were given this topic ban, and shows that it might need to be extended, if anything, rather than withdrawn. - @Andy Dingley: Probably you're arguing topic ban #3. However, threatening others in death is a serious case of personal attacks, IMO a final warning is appropriate. If you disagree, you may bring this to COM:AN to see the community agrees to put a final warning on Mangearbs or not. Second, you're talking about this. Responding to someone's opinion is very common, I simply do it just like a reflex action. But strictly speaking, you can say I violate topic ban #2. If you take this to admins, I have no objection. Third, you're talking about adding categories to DR. I don't think this is pointless, even the DRs are old, they still need a proper categories if needed, to group all the DRs having the same issues. IMO this cannot be called participate in deletion discussions. I totally have no thoughts to test the boundaries of the topic ban. I will apologize for this. - That is the result of your own past actions which have led to such a mistrust by the Commons community that they no longer want you to discuss any and all DRs. Your previous topic ban enacted by King of Hearts still exempted your own uploads, but since that first ban was not effective in addressing your problems, this new ban had to go even further. - If you'd asked me this yesterday, I would have supported you being able to comment at DRs on your own uploads. However since this morning's edits, and your pushing the boundaries here, I now wonder if this topic ban goes far enough. I was thinking this last night and thought it might not be unreasonable if you can't comment on DRs of your own uploads (even en.wp would allow blocked editors from participating in ArbCom cases that they are a party to). But you continue to seek loopholes in the wording of the topic ban to see how far you can push without theoretically breaking the topic ban. This is the definition of wikilawyering. Please stop. - I recommend dropping the stick on this point so early after the topic ban has been created. It may be irritating to be unable to comment on DRs raised for your own uploads, but I actually tend to use this as the default on my own uploads. If someone is pointily creating DRs on your uploads, others will be able to see that happening by watching your talk page. So just trust the system and focus on other stuff.
- Appealing or modifying the topic ban after a good period of complying with it, will be a different matter and I would hope any reasonable modification after, say, 12 months should be seriously considered. --Fæ (talk) 14:36, 11 August 2021 (UTC)

Continued edits at DR
You are continuing to edit at DR. [1] Also at Undeletion requests. For clarity, I think we need some admin ruling as to whether these are within the bounds of your TBAN or not. Andy Dingley (talk) 09:51, 12 August 2021 (UTC)
- This is skirting the editing restriction. "Housekeeping" of DR discussions I would interpret as too close to you shall not participate in deletion discussions and should stop. If there's a need for certain types of housekeeping either this should be requested from others, or discussed in advance before DR pages are touched. There's no shortage of other ways to contribute, so it feels too pointy right after the editing restriction has been implemented. --Fæ (talk) 10:27, 12 August 2021 (UTC)
- Yeah I also agree that this is an act to challenge the editing restriction. I don't think A1C has learnt a lesson from this. It feels that he doesn't accept the restriction, and use any possible way to challenge it. If this continues, we should bring this to COM:AN to see if further administrative action is required. - What the IP said ^. It really does look like you're skirting the restriction. Don't do housekeeping and don't participate in Undeletion requests as both still fall in the "you shall not participate in deletion discussions" remit.

- If it was mentioned, I'd be asking for a total block instead.
- This was perhaps not a breach of your TBAN. But what it so obviously is is you testing the limits of that TBAN, and the patience of the Commons community, instead. If you'd said, "I don't understand what I was doing wrong, please explain it to me" then we might have had some faith that you would look to change your behaviour (that is, after all, the goal here) and the TBAN could have been withdrawn or never even needed. But instead we just have this dogged intention to carry on precisely as before, going just far enough away to avoid attracting a total block. That is not an encouraging attitude.
- If you continue (as at Mangegarbs) to issue abusive blocking threats through templates, then that's very likely to lead to an extension of this TBAN to cover that behaviour too, even if it doesn't cover it already. We don't want this behaviour, and we don't want this behaviour from you. That sort of threat just causes a toxic environment all round and we can do without it. It doesn't even matter if an editor, such as Mangegarbs, deserves it – it's still unnecessary, it's still toxic, and there's still no-one here who seems to trust your judgement that you should be issuing such threats. - A1Cafel, how about offering a social contract that you'll cease touching DR pages with categorization or templates or anything else, and stop making requests at UNDEL? After taking a reasonable break, you could then discuss what might be allowable as good faith edits of this type with an admin.

- Ideally you can have a private chat with either the blocking admin, or another one you trust, to negotiate what you would like to do over the next few months with the TBAN in place. That way, you or the admin can post a statement here with any agreed understanding or interpretation of what the words mean in practice. In my experience talking about it, or logic-chopping, with a critical "peanut gallery", is not a nice experience for you and unlikely to be helpful. - Disagree. The peanut gallery effect is real, and at this point with so many watchers and "wiki-lawyers", it would be far too easy for A1Cafel to put a word wrong, or to be provoked into responding to an unfriendly remark, and there to be a pile on. I'm sure De and A1 would rather discuss this in peace and quiet as opposed to receiving replies every 5 minutes from random people butting in. - I disagree. The community discussed and voted on the TBAN. Admins should not circumvent the wishes of the community or unilaterally offer a "social contract" as a substitute of TBAN review. And off-wiki discussion does not instill transparency. If A1Cafel wants it lifted, propose it to the community and we'll judge according to his/her behaviour in 6 months time. Actually I found a little bit disturbing of the users arguing on this, as my talk page suddenly appears "You have a new message" but ended up talking about the ban, not me. However, we still see some opposes on whether bring this off-wiki or not. I'm 50-50 on this. - None of this is the way Wikimedia Commons policies for blocks or topic bans work. We don't have a public pillory noticeboard where people who enjoy participating in public punishment get to vote on who should get blocked or banned next. - The TBAN is a community one, not one that Administrators have voted on. Personally, I don’t think the TBAN should impact on A1Cafel from requesting undeletions or adding categories. - The issue is, it's not totally clear what the community decided. I think the community clearly banned A1Cafel from nominating images for deletion in any form (DR, speedy, or delayed), but any other deletion-related behavior is a bit more murky and subject to administrator discretion in the absence of a clear mandate from the community. Same with what kinds of user talk messages are acceptable. Sticking a template that says "You will be blocked" as one of its key points (rather than an incidental mention) seems pretty clearly against the spirit of the ban, even though it is technically allowed under De728631's wording. -- King of ♥ ♦ ♣ ♠ 18:05, 13 August 2021 (UTC)

quitevery confusing. So if they're allowed to only use templates, does that mean they're not allowed to explain why since that's against the ban? And does it prevent A1C from creating templates? It was clear on his user rights (although the use of FM and RB was unclear, but I wanted all to be removed anyway) as well as DR requests. But still, I get the feeling that A1C is thinking blocks are a punishment, and not a preventative measure to stop disruption. I think the community clearly banned A1Cafel from nominating images for deletion in any form (DR, speedy, or delayed), but any other deletion-related behavior is a bit more murky and subject to administrator discretion in the absence of a clear mandate from the community. Same with what kinds of user talk messages are acceptable. - The TBAN is a community one, not one that Administrators have voted on. Personally, I don’t think the TBAN should impact on A1Cafel from requesting undeletions or adding categories. - I disagree. The community discussed and voted on the TBAN. Admins should not circumvent the wishes of the community or unilaterally offer a "social contract" as a substitute of TBAN review. The peanut gallery effect is real, and at this point with so many watchers and "wiki-lawyers", it would be far too easy for A1Cafel to put a word wrong, or to be provoked into responding to an unfriendly remark, and there to be a pile on. - Ideally you can have a private chat with either the blocking admin, or another one you trust, to negotiate what you would like to do over the next few months with the TBAN in place. Доброго времени суток!
Прошу отнестись с пониманием! Меня зовут Владимир Косов, я новый участник проекта Викимедиа. Я художник-маринист (иллюстратор) работающий с стиле многослойной живописи (лессировки). В настоящее время в мире не много художников маринистов умеют использовать приемы школы старых мастеров и при этом имеющие свой стиль создания таких произведений !!! Мои работы - это реконструкции каких либо исторических событий периода когда не было фотографии. Это не самопиар, а большой и кропотливый научный труд. Я с уважением отношусь ко всем участникам Википедии пишущим свои научные статьи. На основе Ваших статей я создаю свои живописные произведения. К сожалению я не являюсь продвинутым пользователем компьютера так как мне некогда это изучать . Поэтому когда у меня есть свободное от творчества время, я предлагаю Авторам написаных статей обратить внимание на такой же научный труд только в изобразительном искусстве и если коллега захочет, то может оставить мою иллюстрацию его статьи и придать этой статье дополнительную информационную и познавательную нагрузку. Мне очень приятно когда я вижу единомышленников, а не хантеров. Совметно с Вами мы не только улучшим Википедию, но и покажем наглядно как могло выглядеть наяву описанное Вами в статье событие. Обьем исторический материалов которые требуют иллюстрирования поистинне огромен, а художников способных сделать это на качественном уровне к сожалению в мире становиться все меньше и меньше. Я понимаю что все проиллюстрировать не возможно, но если каждый из нас приложит хотя бы капельку взаимопонимания, то потомки по достоинству оценят наш совместный труд. Hi, Now I noticed that you propose to be deleted some files, like this one with reason “Facebook image per Metadata, permission is required”. Where did you find this photo on Facebook as the photo is taken by me and I never upload on Facebook? How can be solved this kind of errors? Just noticed a recent edit of yours at AN/U and thought I’d point out that ping templates don‘t send a notification to the named users unless they’re published over a signature made of tildes: parsing the latter is apparently what launches Echo (or whatever it’s called) to scan the edit for pings. I believe you can work around it by replacing your expanded signature with tildes in the same edit to an existing post. I just received your message on my discussion page and I'm not sure if it was intended for me? I find that it's not worth using the Flickr2Commons tool unless I'm uploading an entire album which is quite rare. I'm not sure what makes you think I'm downloading these images to my computer, not using the largest resolution of the image or manually inputting the license or url; none of that is accurate. Have you never used the Upload Wizard and simply clicked "Share images from Flickr?" The pic has a "CC BY 2.0" licence on Flickr but states "This photograph is being made available only for publication by news organizations for use in reporting on the events captured in the photo. The photograph may not be manipulated in any way and may not be used out of context or in commercial, political materials, advertisements, emails, products, or promotions." I have reverted your closure of this discussion for two reasons. First, you closed it with the comment "closed as keep", but the issue was not whether to keep the categories in question. It was how they should be categorized. Second, you did not format the closure correctly.
