Amos A. Phelps writes to Ransom G. Williams that he cannot attend the meeting in Washington [D.C.?], due to his health, as well as to the fact that proper arrangements haveńt been made in relation to their ́Plan of Effort.́ Phelps lists various things that need to be done in connection with ́the Reporter,́ which include sending out ́an appeal to abolitionists all over the country to re-organize the old societies or form new,́ securing large conventions, letting him attend those conventions, securing proper office spaces for himself and the paper, and so forth
