As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag. Find possible candidates.

@Abzeronow Thanks for the prompt response. Given that there are many things that I should/would rather be working on on Wikisource, I am not sure how quickly I will build up more edits on Commons. I am always uploading and vectorizing flag files that use raster graphics. I usually improve the Portuguese Wikipedia which has very few volunteers dedicated to the vexilology and heraldry part of Wikicommons. I am requesting autopatrol rights because I also want to fix broken/bad .svg files by uploading new versions of them instead of creating new files and replacing the old one's usage manually. Hello to all administrators. I am mainly working on building a reliable wiki database of native plant species (wikipedia, wikispecies, wikimedia commons, wikidata). I often upload photos that capture important morphological traits of each plant species, and sometimes those species is correctly identified after uploading. New species are often discovered, especially in the orchid family, and reclassifications are often made. It is important for our purposes that the file name of the image represents the correct species name based on the latest classification. I have a lot of Qur'an recitation clips to which I need to rename. I would like the filemover rights so I can rename these files and make my work easier, instead of requesting these files to be changed every single time.
