I saw your revert; I submitted the documents that I got for you to see. If there was one thing that I saw from March 2017 to November 2017 was that even the proposed ratios changed from what I found in the news to what actually came out. There was also inconsistency with the previous flag due to lack of specifications from their government, so that is why there was a lot of issues with shapes, designs and colors. I greatly appreciate that you have provided this, though I must say that the colors still seem to be off and the ratio likely could be better. The colors can be seen here:
In the photograph above, the shape is distinctly much closer to that of the former version than the recently uploaded one.
In the video where the flag can be seen raised and flying in the air, the shape of the star and crescent are noticeably the same as they were before the addition of the red bands: https://upload.wikimedia.org/wikipedia/commons/c/c6/Photo_Flag_Mauritania.JPG
The dimensions on that document stating that the stripes take up 40% of the flag differ from reports & they differ visibly from the photographs and videos of physical versions of the flag.

As can be seen in the images and video, the dimensions of the star and crescent continue to use these dimensions: https://www.crwflags.com/fotw/images/m/mr'.gif
While that Google Drive document is a good find, it appears that it is not being used in practice. Though there are few easily accessible examples of the new flag as it appears from the government buildings of Mauritania, it is clear that the version provided by the embassy does not match any version found elsewhere, and I therefore hold the position that it would be most accurate to revert to the previous version.

I'm logged out but I like to comment on a few things. I was the original guy that found the 15/70/15 ratio for the stripes and that's what I went with when I uploaded in March for the proposed flag. Once it was adopted in August, just moved files over. I'm trying to figure out myself when and why the ratios got changed from March to August to November. It wouldn't shock me if our Commons image was used in flag making for some of the ceremonies. As for the previous specs, the source of those are unknown as the person who originally obtained the specifications has passed on. I'm as confused as you are and this embassy document is the best I have. Earlier today at the FOTW mailing list, I got an email from a UK user that shows the flag law at http://www.alakhbar.info/?q=node/8048 (Arabic) and the picture of the law text is included. This is a confirmation I am looking for with regards to the sheet I got from the embassy in Tokyo. This page comes from a government gazette but we are trying to find someone who either speaks Arabic or find a French translation (as laws have to be published in both Arabic and French). Yet, the Pantone colors are not mentioned in this law but I am not sure what annexes are included with the law. I hope this is closer to solving the mystery.
