- Sorry, I realise this is likely to seem odd but NC and ND licenses are not accepted on Commons. Is this not the same photo as File:Port Harcourt, Rivers State.jpg, which was deleted? If so, please do not re-upload such photos without going through the deleting admin or the COM:UDR process. Green Giant (talk) 00:19, 20 May 2017 (UTC)

- I don't need to run a bot to check what I can see. I think you've misunderstood CC licenses. Not all of them are acceptable for Commons, certainly not the ones with NC or ND. If you have uploaded any more such files, please let us know. Green Giant (talk) 01:07, 20 May 2017 (UTC)

- Stanley, that is precisely the problem. Please note that files on Commons must be free for any use including commercial uses. Read the second paragraph of the linked page. Any License with NC or ND in it is not free as far as Commons is concerned. You have put the CC-BY License but the Panoramio page has a CC BY-NC-ND 3.0. I'm not sure if there is communication difficulty here but I don't know any other way to point out that you are committing a copyright violation by adding the CC-BY license instead of the CC-BY-NC-ND one requested by the author.
