I am not sure, I fully understand. If you originally and completely created these images by yourself, then you are the copyright holder, even when you published them elsewhere. However, you then should have declared so when uploading to Commons. But, if you did not originally create these images, then you need the permission of the photographer. Especially with File:Pilas.jpg there is an additional problem, that this is a montage of many different images. Still no direct answer to my clear question (besides you seem to have too much trust in governments):
1) do you, Stanleyharveyeisen, have shot all the 10 images in File:Pilas1.jpg by yourself, yes or no?
2) if no to 1), what are the sources of the images that were not shot by yourself?
