I am not fluent in German as you can see in my user page (so sorry if I use a translator but I will try my best to communicate by using it) but anyways, I do know that most coat of arms and municipal flags usually approved at the same time. No, it's not. Many municipalities of Germany, whose coats of arms have been approved in or before 1970's, adopted an official flag later. Regarding Sulzberg I'm not sure about the flag adoption date, and that's why we must not enter the date in the file description. No, my IP got blocked on logging in Wikipedia by User:MaterialScientist. I filed two appeals in UTRS to get me unblocked but they got denied by a user named User:Yamla. I don't know what's wrong with that guy.

You had the option to replace with a new version, all you had to do is click the “Upload a new version of this file”. You seem to be new to Wikimedia Commons. I had used Wikimedia Commons for 7 years (under different accounts). Also, I suggest you to use the village pump if you need help. There are other users that might help you. I've uploaded some vector files to replace old Japanese municipalities flags but my files are not being used in place of old ones. I tried to replace the old files by editing Wikipedia pages, but I don't think it can help me in the long run because it would only make me waste my time on WikiComms.
