- It only seems to be. The problem with Flickr is, that users can change the license of their uploads at any time. This is typical Flickr-nonsense, as you cannot revoke a CC-license. Therefore we require all Flickr-sourced uploads to Commons to be checked by our FlickrReview-bot. If the image is under a Commons-compatible license on Flickr at the time of upload to Commons, this license is recorded by the bot. If the Flickr-user thereafter changes the license, we ignore that, as a legitimate CC-license cannot be revoked. This is obviously the case with the image linked by you. - Neither NC nor ND is allowed on Commons, if it's the only license; it's o.k. if there is an additional unrestricted license. --Túrelio (talk) 09:31, 24 August 2013 (UTC)
