Wikimedia Commons has an educational purpose, and is not the place to post promotional links or to advertise. Creating articles, userpages, templates, etc. with promotional text is not permitted, nor is the posting of links anywhere on the Commons in an attempt to advertise a website, product, company, person, or organization. Uploading of company logos, press images, and the like in order to advertise or use them only in promotional material on other wikis is also prohibited, and such images will be deleted if they are found to violate our policies. Jeff,
The page posted contains biographical materials, its intent is scholarly,(see other architects biographical materials on your your web site).
Note also that the page doesn't contain references to web sites, products or sales materials.
I hope this responds in full to Wikipedia's inquiry and it should be noted that it is in fact conformant to your legal guidelines.

Jeff,
I hope I am not going against current, the page has educational purpose. In that it outlines a course of education and career that has contributed significantly to the field of architecture, many people in our field will look up to it and learn from it (a two time nominations for the European Prize for Architecture is a major achievement in our field, especially for an American Architect).
Furthermore the page format does not differ from a biographical CV and my hope that it will also serve as introductory material to professional global journals where a candidate is normally vetted prior to participation.

Sirs and Madams,
There appear to be a ruinous and bureaucratic undertone to the comments provided by your reviewer.
I indicated to him in several responses that the intent of the page to be published is educational, and that its format is consistent with honored living architects.
In lieu of a reverential response, I was literally barraged with a series of inconsistent and insulting commentaries varying from 'you are not the author' to 'we don't enlist CV's on com', the last response took a word out of context and attached to the insulting comment,(as if I am dealing with a vegetable market).
Once again the page intent is biographical, educational and is at the highest level when one compares it to what is found on your Wikipedia website, for a living and honored architect. Perhaps and due to lack of knowledge of your 'multi- Wiki' system sites, I placed it on the wrong platform.
That said, what is expected in such incident is to direct the contributor to the right platform and certainly not convey to he or she that 'WE don't host whatever it is', this is truly a condescending and unhelpful response(the possessive 'WE' is what I find inappropriate', this is a public platform after all).
I would appreciate interfacing with someone else knowledgeable and respectful of such issues and process.

Files that contain nothing educational other than raw text.

and Non-allowable reasons for PDF and DjVu formats [...]

The content is essentially raw text; such files are not considered media files. [...]
The content would be prohibited under another section; for example, promotional material is outside Commons' scope regardless of the file format.
