@Putitonamap98 hi, I got permission directly from the Chief of Staff of the Virginia House Democrats to use and release this photo for use.
Attached is the email that I received from him stating that this is a rights free image to use. If you need me to go back and ask him for more clarity then I can do that.

On the page that I took it from it states "License: All public domain files can be freely used for personal and commercial projects.".
This work falls directly into the public domain and is available to use. The poster is from 1913, and all works from 1913 have been public domain in the United States since 1970.
There is no need for an email from the people who run that site. Could we go ahead and remove this tag? MonkeyBBGB (talk) 14:35, 18 June 2023 (UTC)
I also found on their site their terms of service.
It states that "Permission is therefore granted for users of the site to download, share and reuse these images with no restrictions attached".
I also did a search of their public domain works on the site, and it returns these.
With that information, the work is public domain, and since the site states that all public domain works are "available to be used freely for any purpose, including commercial", I can use the image here.
I've gone ahead and removed the lack of permission tag on the image after having updated it. MonkeyBBGB (talk) 15:57, 18 June 2023 (UTC)

Hi MonkeyBBGB. Can I check what you mean when you say that you've overwritten this image with a version sourced directly from dvd and upscaled? If you've used software to digitally restore the frame, COM:OVERWRITE requires this to be uploaded as a separate image, so that the more historically correct version can still be referenced. sure, I have the dvd of oswald the lucky rabbit. All I did was use IfranView to "resize double" the image. It didn't restore or anything. Just a small non-intrusive upscale. would be happy to upload separately if that qualifies as distinct enough. MonkeyBBGB (talk) 15:23, 3 September 2023 (UTC)
Yeah, that sounds enough to cross the line of COM:OVERWRITE. Commons shouldn't claim to have a 1440×1080 resolution still from a historical short if it only has a 720×540 frame that's been scaled up. Belbury (talk) 11:48, 4 September 2023 (UTC)

I'd recommend uploading the version that you sourced directly from the DVD, without upscaling it, to File:Peg Leg Pete.png, overwriting the upscaled version. Belbury (talk) 15:38, 6 September 2023 (UTC)

Hi!

I noticed that you created {{PD-MEGov}} recently. Other templates for state governments (such as {{PD-FLGov}} and {{PD-CAGov}}) specify exactly why and for what purposes the works by the state are released into the public domain, so I was wondering if you'd be willing to answer the following:

  1. What law or court case did you see prior to creating this template that spelled out the scope for which Maine government works are not subject to copyright protection?
  2. What are the limitations on this waive of the copyright? Does this include local governments, paid employees of the state, or only members of the legislature acting in their official capacity?

Thanks for reaching out! I'm new to this kind of thing, so I didn't know exactly how to format it all. I would definitely appreciate help in fleshing out that template, so that it can be used well by all.
The primary guiding law is Title 1, Chapter 14, §538.
Chapter 14 is the "InforME Public Information Access Act" from 1997.
§538 states that "information developed by the network manager for InforME and public information made available through InforME is owned by the public, and copyright or licensing restrictions may not be fixed to this information".
§532, subsection 5 defines public information as "information that is Stored, gathered or generated in digitized form by a data custodian" or "A public record under section 402, subsection 3" as part of Title 1, Chapter 13.
§402, subsection 3 defines public information more specifically as "any written, printed or graphic matter or any mechanical or electronic data compilation from which information can be obtained, directly or after translation into a form susceptible of visual or aural comprehension, that is in the possession or custody of an agency or public official of this State or any of its political subdivisions, or is in the possession or custody of an association, the membership of which is composed exclusively of one or more of any of these entities, and has been received or prepared for use in connection with the transaction of public or governmental business or contains information relating to the transaction of public or governmental business"
It does have exceptions, which are also listed on the site. I also utilized the information available through the Harvard Copyright Library.
The other guiding principle of all of this is that the DigitalMaine Repository does utilize rights statements as to whether something is under copyright or not. Digital Maine "is a partnership of the Maine State Library, Maine State Archives and community institutions around the state." LA Times photos

Hi and thanks for helping upload images from the LA Times collection at UCLA. Just to let you know, there's no need to upload the uncropped versions of the images like File:Philip F. La Follette is named governor of Wisconsin, 1938.jpg, when there's no realistic reason anyone would want to use this particular file. I understand that it likely wouldn't be used, but I like to upload the full and uncropped versions to allow people who do want to crop or otherwise utilize the full range of the original image. And as a point of preservation I think it makes more sense to keep the whole of the image available at multiple sources. Nothing says that UCLA can't take down the image at any moment. I suppose what I'm hearing is that it might be better to just overwrite the original file image instead of making a whole new cropped version. And thank you for the notice on my uploads! I really like the UCLA photographic collections, and have a nice time uploading them. And while I have you, I do need help with a template I am trying to make if you have the time.
