Hi. Following your message, please note that copyright is usually not held by the person depicted in a photograph but by the original photographer. Since this was published before without a free licence, we need a permission by email from the actual copyright holder. Please see COM:OTRS. Logos generally are uploaded as a fair-use images, locally on en-wiki en:Wikipedia:File_Upload_Wizard (right hand side links only) - you need a en:WP:FURG and a {{Non-free logo}} license. You can if you want have the copyright holder donate the copyright at COM:CONSENT, and the OTRS team will undelete it when permission confirmed. The backlog is over 3 months...
