Would you, perhaps with User:Mbdortmund, rewrite the subject section to reflect the Herzogenriedpark DR discussion? The W.I.P.O translation obviously does not correctly bring out the subtleties correctly. Please also address the question of whether "Plätzen" means "places" or just the narrower term "plazas" in this context, as that has been an issue in the past.

Do you mean that literally? I don't mean to dispute it in the case of Herzogenriedpark, but "publicly accessible areas" would include the interiors of ordinary public buildings. In Britain, the interiors of publicly accessible buildings, including those that have an admission charge, are included in FOP. We had thought that in Germany such places were not FOP.
