Hi Mary Alice MO. Commons cannot accept this file because its license (see here) doesn't allow commercial re-use. Commons doesn't "non-commercial" licenses as explained in COM:CC and COM:L. -- Marchjuly (talk) 00:49, 16 December 2018 (UTC)[reply]
Marchjuly, I tweeted at the author and she changed the rights to the image on her website: "All images on this page are free to use in the public domain, released by Rebecca Renner as of December 15th, 2018." --Mary Alice Mo (talk) 03:04, 16 December 2018 (UTC)[reply]
I've asked an OTRS volunteer to look at this. If the license is now OK, he will remove the template and update the file accordingly. However, if that happens, the license will become non-revocable. She will still hold the copyright on it if she actually took the photo (typically its the photographer takes a photo who holds the copyright on it, not the subject of the photo), but she won't be able to stop anyone from downloading it from Commons and using it for any purpose.
