Image Update Issue

Hi Jeff,

Hope you are doing well.

I'm Fazil an employee of Khaleej Times, Dubai - UAE.

Jeff, I'm trying to update the Khaleej Times page on Wikipedia.

It had an old image from 2013 File: Khaleej Times front page- 16 June 2013.jpg

So, I'm trying to update the page by uploaded a new image : File:Front page of Khaleej Times.jpg

It keep rejecting due to copyright issue. I'm uploading this image on behalf of Khaleej Times.

Appreciate your help and guidance.

J'ai téléchargé certaines images trouvées sur internet que je pensais libres de droit. Ok pour les annuler

Par contre vous avez effacé certaines images qui sont mon propre travail.

De plus j'ai rechargé un fichier portant le même nom qu'un fichier précédent (Browning Buck Mark) en remplaçant l'image par une photo que j'ai prise moi-même et vous l'avez effacée, sans aucune raison.

Je vous prie donc de répondre à mes questions concernant les demandes de restitution des fichiers effacés indument.

deleting files

I downloaded some pictures found on the internet that I thought were free. Ok to cancel them By cons you have deleted some images that are my own work. In addition I reloaded a file with the same name as a previous file (Browning Buck Mark) by replacing the image with a photo that I took myself and you erased it for no reason.

Please answer my questions regarding requests for restitution of undeleted files.

Hello Jeff. I think your "last warning" was a very rude and unrespectful way to talk to or instruct someone. If you had payed a little of attention to the warnings in my talk page, you could have noticed that all of them were sent in 2016 (the time I registered and first contributed in Wikimedia)! How do you mean "too complex"? Going through OTRS seems to take more than 100 days, but I would like to unbreak the Wikipedia articles on the BASE search engine sooner than that. Would it help to mention the license on the BASE website and then re-upload the logo to Commons? --ChPietsch (talk) 17:33, 24 July 2018 (UTC)

@ChPietsch: I am replying here because you posted here and the subject section is closed. Further to what @LX wrote correctly in this edit, I have the following history and conclusions:
  • You uploaded File:BASE search engine logo.svg 12:56, 5 August 2015 (UTC).
  • @Randykitty tagged it as being without sufficient source 19:59, 9 July 2018 (UTC).
  • You changed it 12:42, 10 July 2018 (UTC), adding {{Own}} and removing the No source since tag, and wrote about that change on your user talk page 5 minutes later.
  • Randykitty still thought it was problematic, suggested on User talk:Randykitty that you might want to use {{PD-text}} 14:58, 10 July 2018 (UTC), and restored the No source since tag a minute later 14:59, 10 July 2018 (UTC) (instead of using a PD tag or starting a DR).
  • You ignored that suggestion and again removed the No source since tag 13:34, 11 July 2018 (UTC) (instead of using a PD tag or starting a DR).
  • Randykitty still thought it was problematic and again restored the No source since tag 13:38, 11 July 2018 (UTC) (instead of using a PD tag or starting a DR).
  • Those last three edits starting at 14:59, 10 July 2018 (UTC) were edit warring, please don't do that.
  • Jcb saw no PD claim on the file description page and deleted the file 8 days after the No source since tag was originally applied on the 9th 07:03, 17 July 2018 (UTC).
  • After your request at the subject section, without being able to see the file, I supported Jcb's conclusion 00:50, 23 July 2018.
  • Yann restored it 10:47, 24 July 2018 (UTC) and then applied license {{PD-textlogo}}.

The logo is also used by the German and French Wikipedias. Those jurisdictions do not know fair use. Please let me give feedback on my experience here: This is currently not a welcoming environment for people who contribute only occasionally. My very concrete questions were not answered constructively. Instead, you throw jargon at me. Now I still don't know why uploading this file as my own work under a CC0 license seemed to be good enough for a couple of years but maybe not now. --ChPietsch (talk) 08:34, 26 July 2018 (UTC)
@ChPietsch: Fair use is not allowed here on Wikimedia Commons, per COM:FAIRUSE. If you have a file we cannot accept for licensing reasons, you can upload to other projects with Exemption Doctrine Policies (EDPs) (like German, French, and English Wikipedias, but not Spanish Wikipedia), subject to their rules, as specified at M:NFC. The preceding does not apply to File:BASE search engine logo.svg anymore because we accepted that file as a Public Domain text logo. There is more information about licensing at COM:L. We want to make sure as many people as possible understand our licensing, so please let me or our Help Desk know exactly what jargon you do not understand so that we may explain it better. We have too many files coming in and too few volunteers to police them, so it took a few years for @Randykitty to notice that file. I replaced that file's use at wikidata:Q448335 for you.
