  • @W lilla: Signing your posts on talk pages is required and it is a Commons guideline to sign your posts on deletion requests, undeletion requests, and noticeboards. To do so, simply add four tildes (~~~~) at the end of your comments. Your user name or IP address (if you are not logged in) and a timestamp will then automatically be added when you save your comment. Signing your comments helps people to find out who said something and provides them with a link to your user/talk page (for further discussion). @W lilla: I see no free license on that page. Please have the photographer send permission and the full photo with EXIF metadata via OTRS with a carbon copy to you, or at least send a copy of the email message from the photographer with full Internet headers with a copy to that photographer. Do you have a licence for the high-res version? Because the licence linked only seems to relate to the smaller version. If there's a link to the big one, I can't see it.

@Andy Dingley: The rights owner, The UK Government, told me via https://www.nationalarchives.gov.uk/information-management/re-using-public-sector-information/uk-government-licensing-framework/ that "The UK Government Licensing Framework (UKGLF) provides a policy and legal overview of the arrangements for licensing the use and re-use of public sector information, both in central government and the wider public sector. It sets out best practice, standardises the licensing principles for government information, mandates the Open Government Licence (OGL) as the default licence for Crown bodies and recommends OGL for other public sector bodies." The file came from a website of The UK Government and did not appear to meet any of the exceptions listed on {{OGL3}}. The license URL you posted https://creativecommons.org/licenses/by-nc-nd/3.0/deed.en_GB is prohibited for sole use by files on WMF projects by the WikiMedia Foundation Licensing Policy Resolution of 23 March 2007 because it contains "nc" and "nd" clauses, prohibiting commercial use and use in derivative works, and is therefore not free enough for any WMF project, including this one.
