Pay attention to copyright

There is a creative commons licence statement (CC-ND.4.0) in the usage section of the German Ministry of Finance site where the image originated. In the same section, the image is described as "freely usable content". I am very new to Wikimedia Commons (and relatively new to Wikipedia editing), so please accept my apologies if I've misunderstood the correct upload procedure or rules here. Actually the licence in your link [1] is a non-derivative restriction which is for their internet webpages. The specific paragraph for stamps is a non-commercial restriction but more importantly there was a court case over German stamps as mentioned and linked at Commons:Copyright rules by territory/Germany#Stamps. We don't accept ND or NC licences. Basically most countries' stamps are copyright for 70 years pma. In future ask if you are unsure. I'll be happy to advise you.
