This blocked user asked to be unblocked, but one or more administrators has reviewed and declined this request. Do not remove this unblock review while you are blocked. Other administrators can also review this block, but should not override the decision without discussion.

Request reason: "Since the blocking Administrator has stated on the Administration's noticeboard that he either doesn't know or doesn't care what the purpose of my edits here are, I am obviously going to strenuously reject the charge of "intimidation/harassment", as prima facie unsubstantiated, and therefore a wholly unjustified use/abuse of the blocking tool.

Serious accusations require evidence and certainty, not whimsical application of powerful means on behalf of users who were so clearly not pursuing a complaint of harassment in the first instance, and only chose to characterize it as such when their attempts to bully me off the project with slurs of "troll" etc, failed.

My edits comprise solely efforts to communicate with users over an issue that is of the highest importance, and while it can be argued some specific posts do not have relevance to Commons, some do, and indeed were accepted as such here already by a user who outranks the person who has blocked me, therefore blanket exclusion is wholly unjusitifed, and wholly disproportionate.

I was told here by that user that you do not import problems from en.wiki. You should take note therefore that the only reason the person who is following me around and now filing bogus complaints against me at your local noticeboard, is only doing so precisely to cement (and conceal) a problem of their own making at en.wiki. His actions here of following me around undoing my edits has not resulted from any evident concern for, or request from, any user here. His report has one aim, and one aim only - to give effect to his actions at en.wiki, here. I think he thinks you wouldn't spot it, and in the first instance, you arguably haven't.

At the very least, if this action is to stand as a sound act of local governance, it should be possible for those who wish it to stand, to identify who I am supposedly trying to harass. You should note what harassment is not, as per the Foundation, such as pursuing legitimate complaints, especially where abuse of power by local functionaries is an aspect. Note too, per the Foundation, that you do not get to claim to be intimidated by legitimate concerns being raised about your use or abuse of a power that you have been entrusted to deploy reasonably and responsibly.

And you certainly have no leeway to use words like "trolling" to cover for abject failures in your duties, like a simple unwillingness to read.

You are exactly such kind of user we do not need. You were thrice blocked in en.wiki without talkpage access and I must take away your talkpage access in Commons as well, because you are not here to build encyclopedia.
