I saw your note about File:Ashgrove Emblem.jpg. The wikimedia commons has a stricter policy towards fair use images than some of its sibling projects. The English language wikipedia does allow fair use images, in some circumstances.

One key question there would be whether the image was "replaceable" -- ie, could someone make a similar image that would be considered "free". If the answer to that is "no", because the image is of a building that has been demolished, or renovated, or is of someone who is dead, or who faces a life sentence, it will probably be considered one of the exceptional cases where that project would allow a fair use image.
