Anatoliy, I see that you unilaterally restored this file. That is not correct procedure -- even Admins must use UnDR unless they were the deleting Admin and there was a clear mistake.

The file is currently the subject of an UnDR. I oppose restoring it on two grounds.

First, it is essentially an extended article about a small Ukrainian village and is therefore out of scope. Such articles should be in WP:UK (and perhaps elsewhere) in Wiki markup so that they can be edited by all. We do not keep such files.

Second, it contains a large number of images, including images of copyrighted objects -- buildings, sculptures, drawings, and printed materials from other sources. I doubt very much that the writers of the PDF actually have free licenses from the creators of all of the copyrighted objects shown and I wonder if the writers even bothered to get free licenses from all of the photographers. The images would probably fall under fair use for the writers of the PDF, but they cannot appear on Commons without licenses from both the creators and the photographers.

In any event, the issues deserve discussion. I therefore ask that you re-delete the file until the UnDR is closed. .     Jim . . . (Jameslwoodward) (talk to me) 10:51, 28 October 2017 (UTC)

@Jameslwoodward: there was npd-template there and deleted as No permission since 16 October 2017. Author added permission but forgot to remove template. And image was deleted therefore. It was not deleted via DR, so it should not be undeleted via UDEL - speedy-deletion reasons where removed. If you have other reasons, you should open DR I think. About the copyright for photos: authors claims that they have copyright. According our copyright law they are consider as copyright holder until someone prove that they are not copyright holders (i.e find ral author of some photos).--Anatoliy (talk) 10:56, 28 October 2017 (UTC)

If I had been in your position, I would have taken it to UnDR rather than unilaterally restoring it, but I see your point of view.
