Category:Metalurh Stadium, Komsomolske

Hi Ahonc. Could you please tell me which policy bans categories with only one image? I need this category to add it as an interwiki to a Wikidata item, and obviously I cannot add an interwiki to a single image. I can consider creating a gallery of just one item, but I thought it would be way more useless than a category with just one item which still makes sense for me from structural point of view. According the policy a category is a software feature of MediaWiki, a special page which is intended to group related pages and media. In practice, it implies that you'll associate a single subject with a given category. So it should group some pages or files. One page/file cannot create group and so does not create separate category.--Anatoliy (talk) 18:25, 16 June 2017 (UTC)

I cited you at least one very good reason for creation: adding it as a Wikidata link to the Polish Wikipedia article. In any case, I don't ask you to create it yourself, I have had done it. should not be created ⇒ should not exist; should not exist ⇒ should be deleted. Category is not reason. Many football players, railway stations, WLM objects etc have no category, because have obly one picture. Why here we should have it?--Anatoliy (talk) 09:54, 18 June 2017 (UTC)
Once again, which rules say that? COM:CAT says that categories are for media, one media file is media. COM:D states that non-empty categories should usually go through COM:CFD. Moreover, your examples are just wrong: Category:Players of Ukraine national association football team has 24 categories of just 1 file, Category:Train stations in Kiev Oblast has 2, and Category:Cultural heritage monuments in Ukraine with known IDs has over 50. Please don't tell me all these people were wrong and you will delete them all — NickK (talk) 16:08, 19 June 2017 (UTC)
For Kiev Oblast's train stations I've just fixed it. Maybe that categories have more photos but then they were deleted. About other - I do not care about them. About rules - I've already stated what police says: category should have group of media or pages. One page/medium does not form group.--Anatoliy (talk) 19:49, 19 June 2017 (UTC)
@Hedwig in Washington: As another administrator involved in this, could you please confirm what Commons policies state about categories containing exactly one media file?
