Hi. By "substantive" edit you mean an attempt to move a topic (by making an argument for it in advance, making references etc.) or using the noticeboard in general? I understand that logging in is preferred and not being logged in has its limits, but other than that it's allowed. I don't think there's a good reason to further limit anonymous editing by not allowing to make complaints, and it shouldn't matter who makes a complaint if the case itself is clear, should it? 90.191.76.154 07:58, 25 September 2017 (UTC)[reply]

Understood and I'm sorry. It's just that other user involved avoids pretty much any discussion and edit comments sometimes to an extent seem like a way to communicate with one. Anyways, I already reported this at COM:ANU earlier when it became clear that it is going nowhere. Yann, very well, as for this image it may be a little bit complicated due to BNF's claim that Agence Meurisse is the author. (Obviously wrong, but still.)
However, numerous other photos mistagged as anonymous-EU/PD-old by this author have been deleted speedily in the past by simply providing source for author and reference to original DR from 2012. For instance, why isn't File:Aleksander Tonisson.jpg an obvious copyright violation? 90.191.76.154 14:24, 29 September 2017 (UTC)[reply]
