ro:Discuţie_Utilizator:Gangleri (Character ţ pasted as is) - works
ro:Discuţie_Utilizator:Gangleri (HTML character entity ţ) also works
ro:Discuţie_Utilizator:Gangleri (UTF8 encoding %C5%A3) also works

Neither of these works:
w:ro:Discuţie_Utilizator:Gangleri (Character ţ pasted as is)
w:ro:Discuţie_Utilizator:Gangleri (HTML character entity ţ)
w:ro:Discuţie_Utilizator:Gangleri (UTF8 encoding %C5%A3)

Redirect via en: does not work:
en:ro:Discuţie_Utilizator:Gangleri (Character ţ pasted as is)

Redirect via de: however, does work:
de:ro:Discuţie_Utilizator:Gangleri (Character ţ pasted as is)
