The template depicted below is intended for use on files that we have retained where the original work was published simultaneously in the U.S. and another country. Normal practice on Commons is that we treat the U.S. as the source country and the other places of simultaneous publication aren't relevant for discussions on retention. However, this can lead to confusion for editors in that they sometimes nominate simultaneously published works because they rely on the more frequently used rule that works must be freely licensed in both the source country and the U.S. (missing the nuance that for cases of simultaneous publication, the U.S. is the source country). This can also be confusing for reusers of our files in that they think the PD licence tag applies worldwide when in fact there may be remaining copyright restrictions in the other source countries long after U.S. copyright has expired.
The template has the following parameters.

- It can currently accept up to 3 other countries besides the U.S. as places of simultaneous publication. The template will still function if no country is recorded.
- It can accept a publication year, which can provide greater clarity in the displayed message and be fed through to date-based maintenance categories (categories not yet implemented).
- It can accept a page link to a deletion review, so that Community consensus to retain the file can be shown more easily. In theory, you could have multiple discussions about the file but the template currently only accepts one link. This is not intended as a replacement for recording the outcomes of discussions on the talk page but rather to help potential reusers to understand the nuances of a particular case.
