Does this apply to the twelve regional banks?[edit]

When the OTRS ticket was added in 2007, the template specified "work of the Board of Governors of the Federal Reserve System". In 2016, User:Jameslwoodward changed the template to read "a work of the Federal Reserve Bank or one of the twelve Federal Reserve branch banks which are owned by the Fed". I question whether this change is accurate. Evidence that works by the twelve Federal Reserve branch banks are not PD includes the following, from the Atlanta Fed's terms of use:

Reproduction of Bank content (print and digital) offered through our website may be made without limitation as to number, provided that such reproductions are not for private gain and that appropriate attribution to the Federal Reserve Bank of Atlanta is made on all such reproductions.

Given this, what is the evidence that works by the twelve branch banks are PD? (I have inquired about the OTRS ticket cited here at Commons:OTRS/Noticeboard#Federal Reserve banks.) Wikiacc (talk) 19:35, 15 May 2019 (UTC)[reply]

{{Edit request}} The OTRS ticket specifies only the Board [1]. I suggest that the wording be changed to something like the previous wording:

This work is in the public domain in the United States because it is a work of the Board of Governors of the Federal Reserve System. This does not apply to any other entity within the Federal Reserve System, including the regional Federal Reserve Banks.

If works by the twelve regional banks turn out to be PD, I suggest we make a different template for them, so as to avoid confusion about the OTRS ticket. Wikiacc (talk) 00:48, 16 May 2019 (UTC)[reply]
