As far as I understand point 22 of the decision no.15/2006 by the Supreme Court of the Russian Federation, dated June 19, 2006 (in Russian), the non-copyrightability of state symbols extends also to official symbols of local or municipal authorities. Lupo 11:17, 30 January 2007 (UTC)

No. According to current law-enforcement practice this paragraph is applied only to textual information. The audio/video news reports are still copyrighted. I think it's about fact-like text. Facts is not protected by copyrights. Something like "Moscow time is ...", "Weather in X is Y, portly cloudy, wind is Z", etc. Please note similar television programs, transport schedules and the like. 1. Yes, according to Commentary for old Law and new Code. All state and municipal signs (including, military insignia, road signs, etc.) via paragraph Official documents and notice and the like. The text or graphic description of these signs are released as enclosures to respective official docs or as special official docs. Those of them, that have heraldic elements, are to be gradually to include in the Heraldic Register of the Rus.Fed.
2. Anthems, according to Rus.Law, are integral parts of the triumvirates of state or municipal symbolism.

Stamps

Are postage stamps in fact "state symbols and signs"? The English text does not mention them, and personally I wouldn't just automatically assume that, but we have a whole lot of stamp images tagged with this - Category:Stamps of the Soviet Union. --Davepape 14:38, 25 October 2007 (UTC)

Pushkin Museum tickets

Do Pushkin Museum tickets such as File:Входной-билет.jpg (a scan of a modern ticket) fall under {{PD-RU-exempt}}? In other words, (1) is the Pushkin Museum a Russian "State" agency in the sense of "state government agencies and local government agencies of municipal formations"? and (2) is a ticket an "official document" or one of the "state symbols and signs" of such an agency? Dear Andros64. Don't mix Template:PD-Russia and Template:PD-RU-exempt. Plz, try to read the templates first and try to analize the changes. 2008-law doesn't change much in exempt section of law. Current link is for old edition of document, and also may be not available for some browsers. It would be good to make link for full text http://www.consultant.ru/popular/gkrf4/ or even s:ru:Гражданский кодекс РФ. I think that advertising of Consultant isn't good, there is also http://base.garant.ru/10164072/69/#40000 in Garant, so using of wikisource is better.

Clarify that PD-RU-exempt works can incorporate existing material that is copyright restricted when separated?

A recent deletion request seemed to indicate that works that qualify for the PD-RU-exempt tag can incorporate existing copyrighted material such that the work as a whole can be treated as out of copyright but at the same time, extracting and reproducing specific parts from the work would be considered copyright infringement. In particular, a Russian stamp was found to qualify as PD-RU-exempt even though the 2014 Winter Olympics mascots shown on the stamp would be subject to copyright restrictions (from what one can tell) if extracted from the stamp image or if the stamp image was cropped to focus on one of the mascots, for example. As such, it might be useful to add a note to the PD-RU-exempt template that mentions this aspect. --Gazebo (talk) 08:43, 24 February 2014 (UTC)

From what one can tell, the existing PD-RU-exempt/layout template has a three column table of sorts with a "public domain" icon, the main text, and then the Russian Federation coat of arms. In this modified version, the existing table is followed by another row with three columns with a warning icon, the "preexisting works copyright" warning text, and then a blank row for formatting consistency. --Gazebo (talk) 11:06, 16 March 2014 (UTC)

I think, the next statement after 1st comment is enough:

• "preexisting" is incorrect requirement - many drawings were first published on stamps, but they are still copyrightable if separated from stamps;

Dead link for Russian text of the Civil Code

The link for the Russian text of the Civil Code appears to lead to an error. One of the links on the WIPO page for the Russian Civil Code (as amended on June 29, 2009) or this consultant.ru page may work as an alternative.

The most recent/new discussion of the Russian wikipedians (both members of "Project:Philately and post" and sysops, specializing in image and copyright policies were represented) about such cases can be found on ru:Википедия:Форум/Архив/Авторское_право/2013/08#Лицензирование почтовых конвертов.
TL;DR (in English):

1. Postal card (маркированный конверт/карточка, МК or marked envelope/card) (not to be confused with postcard) is sign/mark of postal payment and so {{PD-RU-exempt}} (according to Order of MinSvyaz N 115, 26.05.1994).
2. For МК postal card with postal stamp must issued as single unit by typographic way (stamp must be printed or putted on envelope/card by typographic machine, not by sender or postal employee). See File:Valio PSE Russia 2006.jpg (envelop) or File:Mikhail Kalatozov PSE Russia 2003.jpg (card) as examples.

So, if you do not see stamp printed or putted on envelope/card by typographic machine - this is not {{PD-RU-exempt}}.

Also, please note that the Russian postal card may incorporate one or more works that can be copyrightable if separated from this card (see File:Valio PSE Russia 2006.jpg). In such a case, this card is not an object of copyright if reused in its entirety but, at the same time, extracting specific portions from this card could constitute copyright infringement. Thx @Alex Spade: for your reply. So, if I understand correctly, the examples which I have quoted above may be in public domain by other reasons, but NOT via {{PD-RU-exempt}}, right?

All mentioned examples are modern postcard (created after 1980), so they can not be in PD. Old Russian postcards cab be in PD via {{PD-old-70}}, {{PD-Russia}}, or {{PD-RusEmpire}}. Alex Spade (talk) 08:24, 26 September 2015 (UTC)

Too long

This is an awfully long template. Would it be possible to shorten the template somehow, or maybe split it up on multiple templates? If a copyright tag is too long, users might be discouraged from using files which have been tagged with the template as there is too much legal information to read. --Stefan2 (talk) 23:27, 4 November 2015 (UTC)

• I disagree, that template is too long. Could you present no-assumption, but real causes then users were/are discouraged? The template in this form exist 8 years, the respective files are used widely.

Add anthems and medals

The copyright status of government anthem in Russia, is one of the issues touched upon in the recent First National Anthem Of Ingushetia undelete discussion I am proposing that "anthem - notes and lyrics" be added to the state symbols and signs list. This is based on text from:

The "Public Domain. Textbook." by Sudarikov S.A.

"In the Russian Federation in the first category of un-copyrightable objects are ... state symbols and signs (flag, emblem, anthem, awards, banknotes and other signs)"

Untranslated text - "Aвторские Права. Учебник. Судариков С.А.":

"В российской федерации к первой категории неохраняемых авторсим правом обьектов относятся ... государственные символы и знаки (флаг, герб, гимн, ордена, денежные и иные знаки)"

• The text of template is quotation of text of the code. So, such additions will disturb quotation.

I see. You don't think that the орден to order translation is ambiguous in this context? Add a note on the bottom? I am fine if others don't find it to be an issue. I think a note re anthems should be added as there are arguments over whether notes and lyrics are copyrightable, when in regards to the the notes and lyrics it is 99% clear that those are not copyrightable.
