Thank you XXN. I made improvements to the text description, replaced the flag with the coat of arms as you stated, and more importantly added a second source with the amendment changes made in the copyright law recently. And the footnote that created all the fuss was removed as well. Kj1595 (talk)

@Ronhjones and Natuur12: The law Law No. 9380 of April 28, 2005 is repealed by Law No. 35/2016 (March 31, 2016, in force since October 20, 2016). Translation and non-inclusion of certain works[edit]

{{Editprotected}} @XXN, Kj1595, and Hedwig in Washington: I do not know why the Law of 2005 is still mentioned when the law of 2016 is not an amended law but a completely new law that repeals the previous one. But anyway, let's move on to the issues in this template. First, Article 9 of the 2005 law is quoted, creating a misunderstanding, while Article 12 of the 2016 law, published on the official website of the Albanian Parliament and in the Center for Official Publications, which can be here and here, should be quoted.

Second, there are drawbacks to works that are not covered by copyright or can be published without the need for authorization. Such as official publications or works that are published for information purposes. Let's move on to the translation to better understand:

Article 12
Creative works that are not subject to copyright protection

1. The following are not subject to copyright and are not protected by this law:

  • (a) ideas, theories, concepts, discoveries and inventions in creative work, regardless of the way of receiving, explaining or expressing;
  • (b) inventions, legal, administrative and judicial acts, as well as other official creations and their collections, presented in order to be officially inform the public;
  • (c) official symbols of the state, organizations and public authorities, such as: Coat of Arms, Seals, flag, emblems, medallions, insignia, medals;
  • (ç) means of payment;
  • (d) news and press information, which has a simple information character;
  • (dh) data and simple facts.

2. Folk literary and folk artistic creations in their original form are not subject to copyright, but their communication to the public is subject to payment of a fee when communication to the public is for works protected by copyright. Also, WIPO itself has a similar English translation and a part of the text that is missing in the template, especially point (b). Since I had read the text in Albanian, I uploaded official photos published from the official website or official Twitter or Facebook page some time ago, and all were deleted resulting in a warning to me. Good point. I don't believe the second paragraph on folk creations is needed but I was able to piece an exact translation which focuses on the first paragraph:
