Let user allow to translate “All modules”.

Hello.

I think the word “All modules” should be localized. Therefore, I would like to be able to translate by changing the following source code

Update link to templatecount tool for changes at Toolforge

In 2020, Toolforge changed the URLs for webservices. The https://tools.wmflabs.org/templatecount link should be updated to point to https://templatecount.toolforge.org instead. -- BDavis (WMF) (talk) 18:55, 31 January 2023 (UTC)
