Further work

This needs further simplification work. I don't know enough to mess with the fancy bit that inserts the file name. Opening in a media viewer may not work anyway. All that is necessary now is to open the original file in one's browser. The animation should just work, in any modern browser, and the template should say that, somehow. Animated SVG not using SMIL (CSS instead)

Animated SVG files do not necessarily use SMIL. Other methods are CSS and JavaScript (barred for new uploads).

I'll remove the sentence "The animation uses SMIL."
