This work is in the public domain in Peru because it was already in the public domain prior to May 24, 1996, the date on which the new Copyright law came into force, and the copyright under the older law was not restored. See here for the type of material that are in the Public domain. The Peruvian copyright law, signed under the Manuel Prado administration in 1961, had a different term of protection than the Law imposed during the Alberto Fujimori administration in 1996 (which introduced a new 70 year protection time). The 1996 Law does not have retroactive effects, therefore, the copyright for files already in the Public domain prior to May 24, 1996 has not been renewed.
