Template:Charsubst

When the first character of the text string passed with parameter 1 is either #, *, : or ;
that character gets substituted by its decimal numeric character reference – thus avoiding misinterpretation as wiki syntax.

A string is returned as-it-is when it is none of that codes; this will be useful when e.g. Created with code should show "<!--"
