Both laws stated (chapter 34.1 on first law and chapter 26.2 on 2nd law) that

• 34 (1) Hak cipta prangko, carik kenangan dan benda pos bercetakan prangko serta buku prangko ada pada Direktur Jenderal. (Copyright of stamps, souvenir sheets and postage materials printed with stamps and stamp books is on the Director-General [of Post and Telecomunications]).
• 26 (2) Pemegang hak cipta prangko dan desain yang terkait dengan proses penerbitan prangko adalah Direktur Jenderal. (The copyright holder of stamps and the design associated with the process of issuing the stamps is the Director General [of Post and Telecomunications].)

Now it stated clearly that there is a copyright, albeit on the government. Does that translate to {{PD-IDGov}} automatically?

There shall be no infringement of Copyright for:

• publication and/or reproduction of the symbol of the State and the national anthem in accordance with their original nature;
• publication and/or reproduction of anything which is published by and/or behalf of the Government, except if the Copyright is declared to be protected by law or regulation or by statement on the work itself or at the time the work is published; or
• repetition, either in whole or in part, of news from a news agency, broadcasting organization, and newspaper or any other sources, provided that the source thereof shall be fully cited.
